No person shall own, keep or harbor any dog of licensing age within the Township without first applying for and procuring from the licensing official designated by the governing body a license and official registration tag and paying the prescribed fee therefor, and such person shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.

A. 
The sum of $20 (with such fees as may be payable to the State of New Jersey being deducted) is hereby fixed as the fee to be paid annually for a dog license and each renewal thereof issued prior to April 30 of each year. In addition, a fee of $3 (which shall be remitted to the State of New Jersey) shall be paid for any dog which has not had its reproductive capacity permanently altered through sterilization upon proof signed by a licensed veterinarian. In addition to the aforementioned fees, a late fee of $10 will be charged for any license issued after April 30.

B. 
No license fee shall be charged for dogs used as guides for blind persons, commonly known as "Seeing Eye" dogs; dogs used to assist deaf persons, commonly known as "hearing ear" animals; dogs used to assist handicapped persons, commonly known as "service dogs;" and dogs used by any police department to assist in law enforcement matters, commonly known as "K-9" dogs. These animals shall be licensed in the same manner as other dogs, except that the keeper or owner shall not be required to pay any fee.

C. 
The sum to be paid annually for a three-year dog license and each renewal thereof shall be three times the sum charged for an annual license under the applicable provisions of Subsections A and B.
D. 
The disposition of dog licensing fees referred to herein shall be paid and remitted in accordance with N.J.S.A. 4:19-15.1 et seq., as amended and supplemented from time to time.
Except as provided herein, the regulation and licensing of dogs in this municipality shall be covered by the provisions of an act entitled "An Act for the Uniform Control and Licensing of Dogs and Kennels to Aid in Preventing the Spread of Rabies," Laws of 1941, Chapter 151 (N.J.S.A. 4:19-15.1 to 4:19-15.29, inclusive), and the supplements and amendments thereof.
Any person found guilty of violating any of the provisions of this article or of the statute referred to herein or the rules and regulations duly promulgated as authorized by such statute shall, upon conviction, be liable to a penalty of not less than $5 nor more than $50 for each offense, except that, for the first offense in cases of violations of §§ 125-6 and 125-7 of this article, the penalty shall be not less than $1 nor more than $50; otherwise the penalty to be imposed in any case shall be in accordance with and collected in the manner authorized by the aforesaid statute.
