The office of Borough Treasurer for the Borough of Red Hill is hereby ratified and confirmed as an existing position authorized pursuant to the provisions of Section 1106 of the Borough Code, Act of February 1, 1966, P.L. 1656 (1965).[1]

The Borough Council shall, by resolution adopted by majority vote of all of its members, appoint an individual to fill the office of Borough Treasurer. The person so appointed to fill the position shall serve for an indefinite time at the pleasure of Council and may be removed at any time by a vote of the majority of all of the members of Borough Council. The individual appointed to fill the office of Borough Treasurer shall concurrently hold the position of Borough Secretary and shall perform such specific duties, in addition to those set forth in §§ 1-224 and 1-225 below, as shall be established by resolution or motion of the Borough Council.

The following qualifications shall be required of any individual appointed to the office of Borough Treasurer of Red Hill:
A. 
The individual shall be a citizen of the United States and shall be at least 21 years of age.
B. 
The individual shall have experience in private sector or government sector administration of such extent and nature as will qualify him or her to discharge the duties of the office as hereinafter specified, or both.

The salary of the office shall be such as shall be fixed from time to time by the Borough Council.

The Borough Treasurer shall direct the functions dealing with the receipt, disbursement and protection of funds and the preservation of Borough assets, govern overall credit policy, negotiate loans, arrange insurance coverage and maintain banking relationships of the Borough.

The specific duties and authority of the Borough Treasurer, pursuant to the statement of general duties and authority in § 1-224 immediately above, shall include but not be limited to the following:
A. 
Maintain a just accounting of all receipts and disbursements.
B. 
Submit the accounting annually to the Borough auditor.
C. 
Receive all moneys for the use of the Borough and deposit all moneys received by any officer or employee of the Borough into checking and money market accounts with a bank or banking institution in the name and for the use of the Borough.
D. 
Authorize the payment of all expenditures to be paid out of Borough funds, upon an order signed by the President and Secretary of Borough Council.
E. 
Set up the payment of bills and mailing of checks without incurring late penalties.
F. 
Set up the payment of monthly, quarterly and yearly local, state and federal taxes.
G. 
Monitor escrow accounts maintained by the Borough.
H. 
Prepare paperwork for the Auditors for the Bureau of Municipal Services and the Borough appointed auditor.
I. 
Serve as Petty Cash Officer.
J. 
Serve as Occupational Privilege Tax Collector.
K. 
Authorize the payment of all expenditures from Borough funds, upon issuance of an order signed by the President and Secretary of Borough Council.
L. 
Perform such other functions as shall be reasonably assigned to this office from time to time.
