It shall be unlawful to obstruct any drain or storm sewer in any public street or property.

Culverts shall be installed where driveways or walkways cross open ditches. Culverts shall be constructed from galvanized corrugated steel; corrugated aluminum alloy; or HDPE dual-walled pipe with a corrugated exterior and smooth interior. Corrugated steel and corrugated aluminum alloy culvert pipes shall have a sixteen-gauge minimum wall thickness. HDPE dual-walled pipe shall meet the requirements ASTM F2306 and AASSHTO M294. No culvert shall have a diameter of less than 12 inches. In no case shall driveway culverts be less than 20 feet in length or more than 24 feet in length without a variance from the Village Board.
Culverts for new homes shall be purchased by the property owner and installed by the Village. Installed culverts are maintained by the Village.
The Village installs the culvert with enough rock to hold the culvert in place until the resident finishes the driveway. If a resident has one driveway with a culvert, but requests an additional driveway, the resident shall pay for the culvert; the Village will install the culvert with rock to hold it and the resident will complete the driveway.
The expense of replacing any culvert shall be borne by the Village if said culvert is determined to be in need of replacement because of deterioration, being full of dirt, etc. If a resident wants to extend their culvert to the maximum 24 feet, the resident shall pay for the amount of the extension. Replacement does not include surface improvements.
