Editor's Note: Sections 2 and 3 of this local law provided as follows:
"Section 2. It is the intent of this City Council in adopting this local law that the Municipal Civil Service Commission, in its dealings with the city administration, work with and through the Department of Personnel and the Commissioner thereof.
"Section 3. The Mayor is hereby authorized to make any budget transfers necessary to effectuate the purposes of this local law."

Editor's Note: This local law, which was approved at a mandatory referendum on 11-7-1995, provided for the renumbering of former Art. XXII, Department of Personnel, as Art. XVII. This local law also provided that all references to "City Manager" shall be changed to "Mayor."

Editor's Note: This local law was approved at referendum on 11-5-2002, and became effective 1-1-2003.
There is hereby created the. Department of Human Resources for the City of Yonkers. The head of the Department shall be the Commissioner, who shall be appointed and serve at the pleasure of the Mayor. The Commissioner so appointed shall have the training and qualifications for the office. The Mayor shall also have the power to appoint all officers and employees in the Department. The Department of Human Resources shall also include the City's Office of Manpower.
The Department of Human Resources shall administer the entire personnel function of the city, including but not limited to prospective employee interviews, acceptance of applications, personnel evaluations, records and files and employees' benefits.
