All references in any other ordinance or code or regulation to the Township Committee, a committee of the Committee or any other board, body or office shall be taken and construed to mean such body, officer or office to which the respective functions, powers or duties are allocated and assigned by this chapter. For example, all references to the Township Committee shall be construed to mean Township Council except where powers of appointment are delegated to the Township Manager as per this Administrative Code or the Faulkner Act or general law.
The internal organization of each department shall be determined by the director of the department approved by the Manager and adopted by resolution of the Council. Whenever, after organization, an activity or functional duty shall, by ordinance, be transferred from one department to another department of the government, all the functions, powers and duties thereof shall be and are transferred as of the effective date of the ordinance.
On the effective date of this chapter, the functions, powers and duties then vested in the municipality, except such as are specifically allocated and assigned by this chapter, and the possession and control of all records and property of the municipality relating thereto, subject to the provisions of this chapter, are transferred to such other departments as have been hereinbefore set forth in this chapter.
