The Borough Council, by the affirmative vote of not less than a majority of the members of Council, may from time to time amend, supplement, change, modify or repeal this chapter, including the Zoning Map, by proceeding in the following manner:
A. 
The Borough Council by resolution adopted at a stated meeting shall fix the time and place of a public hearing on the proposed amendment and cause notice thereof to be given by publishing a notice thereof once a week for three successive weeks in at least one newspaper of general circulation in the Borough. The notices shall all state the general nature of the proposed amendment.
B. 
Whenever the owners of 50% or more of the frontage in any area wherein a change of zoning regulations is sought shall present to the Borough Council a petition duly signed and acknowledged requesting an amendment, supplement, change, modification or repeal of the regulations prescribed for the area, or of the Zoning Map including such area, it shall be the duty of the Borough Council to hold a public hearing thereon and cause notice thereof to be given in the manner prescribed in Subsection A.
C. 
At the public hearing, full opportunity to be heard shall be given to any citizen and all parties in interest.
D. 
In case of a protest against such change signed by the owners of 20% or more either of the lots immediately adjacent or of the lots immediately adjacent in the rear thereof extending 100 therefrom, or of the lots directly opposite thereto extending 100 feet from the street frontage of such opposite lots, such amendment shall not become effective except by the favorable vote of 3/4 of all the members of the Council.
