No person, firm or corporation other than the Village of Cornwall-on-Hudson,
New York, shall hereafter maintain or conduct within the limits of
the Village of Cornwall-on-Hudson, New York, any dumping ground, either
public or private, for the disposal of ashes, automobiles or any other
waste or scrap materials, without first securing the written permission
of the Board of Trustees of the Village of Cornwall-on-Hudson, New
York. The composting of leaves, yard rakings and small branches [those
with a diameter of less than one inch] shall not constitute a violation
of this section.
No person firm or corporation shall dump garbage, refuse, ashes,
automobiles or any other waste or scrap materials along any stream,
public highway or any public place in the Village of Cornwall-on-Hudson.
