There shall be a Department of Public Works, the head of which shall be the Superintendent of Public Works. The Superintendent, subject to the direction and supervision of the Manager, shall be responsible for the proper and efficient conduct of all public works functions of the Township and shall supervise and direct the work of the Department.
The Department shall:
A. 
Be responsible for all matters relating to the construction, management, maintenance and operation of the physical properties of the Township other than office supplies, furniture and equipment.
B. 
Provide mechanical services required by any department, office or agency of the Township government, except as otherwise directed by the Manager or Council.

There shall be a Township Engineer, who shall be appointed by the Township Council. In lieu of appointing an individual, the Council may appoint a firm of engineers, each member of which shall be a licensed civil engineer of the State of New Jersey. The Township Engineer shall be a duly licensed civil engineer of the State of New Jersey and shall perform those duties as are prescribed by general law and ordinance and, in addition, shall:
A. 
Prepare or cause to be prepared plans, designs and specifications for public works and improvements undertaken by the Township, either on force account or by public contract.
B. 
Provide and maintain surveys, maps, plans, specifications and control records with respect to public works and facilities owned or operated by the Township.
C. 
Provide technical and engineering advice and assistance to other Township departments as needed.
D. 
All papers, documents, memoranda, reports and other materials relating to the administration of engineering duties of the Township Engineer shall be and remain the property of the Township. Upon the termination of services with the Township, the Township Engineer shall forthwith surrender to any successor all such property.
Within the Department of Public Works, there shall be a Division of Streets in which there shall be a Road Supervisor. Under the direction and supervision of the Road Supervisor, who shall be designated as head, the division shall:
A. 
Maintain and repair all Township streets, bridges, culverts and drains.
B. 
Construct and reconstruct streets, roads, bridges, culverts and drains; treat road surfaces and resurface streets and roads according to such standards and schedules as directed or approved by the chief engineer.
C. 
Maintain all Township streets in a clean and safe condition, free of obstructions and hazards, and remove snow and ice therefrom as required.
D. 
Provide, operate and maintain facilities for the collection and disposal of refuse and garbage at such times and in such manner as may be authorized by Township ordinance.
E. 
Study problems of street traffic congestion and control and streetlighting and recommend to the Township ordinances to control and/or regulate same.

F. 
Study problems of street traffic congestion and control and streetlighting and recommend to the Township Engineer appropriate plans for street improvement and use to satisfy traffic requirements.
G. 
Install, repair and maintain street traffic signs, lines and markers and check for streetlight outages.
Within the Department of Public Works, there shall be a Division of Public Property, the head of which shall be the shop foreman. Under the direction and supervision of the Director of Public Works, the Division of Public Property shall:
A. 
Operate, maintain and repair Township-owned buildings and properties and provide custodial and janitorial services therefor, including office quarters, waterfront property and all other real estate.
B. 
Trim, plant, care for and preserve public parks, greens, grounds and trees in the public way.
C. 
Maintain and repair playing fields and playgrounds and recreational areas and facilities as requested and pursuant to instructions of the Superintendent of Recreation.
D. 
Control the care, use and disposition of motor vehicles owned by the Township, other than fire engines, and, for this purpose, the Division shall:
(1) 
Operate or supervise the operation of a garage or garages for the storage, servicing, repair and maintenance of Township-owned motor vehicles.
(2) 
Supervise any work done by contract for the storage, repair, servicing and maintenance of Township-owned motor vehicles or equipment.
(3) 
Control the maintenance of motor vehicles owned by the Township by maintaining the individual vehicle's records of mileage, costs of operation and maintenance and replacement schedules.
