It shall be unlawful for any person, persons, club, association, corporation or other organization to hold or conduct any show, circus, exhibition, theatrical performance or other public amusement or any fair or carnival, whether or not an admission fee is charged, at which there shall be conducted or maintained one or more stands or booths for the sale or display of merchandise or the exhibiting of any performance at any place within the Township of Riverside, in the County of Burlington and State of New Jersey, without a license or permit from the Township Committee of said Township first had and obtained.
No license or permit aforesaid shall be granted by the Township Committee except upon written application by the person, persons, club, association, corporation or other organization desiring the same, and the payment to said Township of Riverside of a fee to be fixed by said Township Committee of not less than $1, nor more than $100, which said fee is imposed for costs of administration.
Upon the application for any license or permit as aforesaid, the Township Committee shall investigate the same and shall not grant said license or permit unless satisfied that the granting of the same will be conducive to the good government and order of said Township and its inhabitants. If said application is approved, said license or permit shall be issued by the Township Clerk upon the order of said Committee and the payment of the fee fixed as aforesaid.
Nothing herein contained shall affect nor interfere with the ordinary conduct of business by any person or persons at his regular place of business, nor apply to any entertainment, fair or bazaar held by any person, persons, club, association, corporation or other organization of said Township in any building owned or leased by him, her, it or them and conducted solely by said person, persons or members of a club, association, corporation or other organization of said Township.[1]

Upon information to the Township Committee of the holding or contemplated holding of any show, carnival, exhibition, fair, circus or public amusement in said Township without any license or permit having been issued therefor as aforesaid, the Township Committee shall take appropriate measures to prevent the holding of the same.
If any permit or license shall be issued as aforesaid and the person, persons, club, association, corporation or other organization to whom the same is issued violates any of the terms or conditions thereof, said permit or license may be forthwith revoked by said Committee.
