This chapter shall be known and may be cited as the "Administrative Code of the City of Altoona."
A. 
The following words, when used in this chapter, shall, unless the context clearly indicates otherwise, mean or indicate as follows:
ADMINISTRATIVE MANUAL
Those documents specifying operational matters of municipal units, including, but not necessarily limited to, descriptions of the duties and responsibilities of subordinate units, rules and regulations and appropriate administrative procedures, records and reports.
ADMINISTRATIVE SERVICE
All personnel in those units of the City which are under the authority of the City Manager.
CHAIR
The Chair of Council who shall be the Mayor.
CHARTER
The City of Altoona's Home Rule Charter adopted by the voters in 2014.
CITY
The City of Altoona, Pennsylvania.
COUNCIL
The City Council of the City of Altoona, Pennsylvania.
DIRECTOR
The person responsible for oversight and supervision of daily departmental operation.

LAW
All applicable laws of the United States of America and the Commonwealth of Pennsylvania.
CITY MANAGER
The City Manager of the City of Altoona, Pennsylvania, who shall be the Chief Administrative and Operating Officer of the City.
MAYOR
The Chair of Council and Chief Executive Officer.
ORDINANCE
All ordinances of the City of Altoona, including this Administrative Code.
PERSON
Any individual, partnership, association or corporation.
PUBLISH
To print in a newspaper of general circulation in the City the entire document or a brief summary thereof with a listing of places where copies have been filed and times when they are available for public inspection.
RESIDENCE
An abode in which an officer or employee has his or her true, fixed and permanent home and principal establishment, and to which whenever absent has the intention of returning.
SUNSHINE ACT
Act 84 of 1986,[2] as amended.
THIRD CLASS CITY CODE
The Act of June 23, 1931 (P.L. 932, No. 317), reenacted and amended June 28, 1951 (P.L. 662, No. 164), 53 P.S. § 35101 et seq.,[3] as amended.
UNIT
All governmental entities of the City.
VICE CHAIR
The Vice Chair of Council elected as set forth herein.

B. 
In this chapter, the singular shall include the plural and the plural shall include the singular.
