The purpose of this article is to provide for the enforcement and administration of specified portions of this chapter. The positions created below shall have the powers and responsibilities specifically assigned them by the pertinent portions of this chapter, as well as any additionally assigned by state or federal law. The names given below are not necessarily job titles; the responsibilities for each name below may be conferred on any qualified employee regardless of title within the scope of applicable law.
There is hereby created the following officers with the duties and responsibilities as specified.
A. 
A Zoning Officer with the powers and responsibilities assigned him under Parts 3 and 10 of this chapter as well as any others assigned by the Municipalities Planning Code or other state or federal law.
B. 
A Floodplain Officer with powers and duties assigned him under Parts 4 and 10 of this chapter as well as any others assigned by the Flood Plain Management Act[1] or other state or federal law.

C. 
A Sewage Facilities Officer with powers and duties assigned him under Parts 4, 5, 7 and 10 of this chapter, as well as any others assigned by the Sewage Facilities Act,[2] or other state or federal law.[3]

D. 
A Stormwater Officer with powers and duties assigned him under Parts 4 and 10 of this chapter as well as any others assigned by the Stormwater Management Act,[4] or other state or federal law.

There is hereby created the following administrators with the duties and responsibilities specified.
A. 
A Planning Administrator with the powers and duties assigned him by this chapter. The primary focus of administration shall be on the City's research and development efforts, the oversight of the interdepartmental review process, and maintaining this chapter, including its cartographic requirements.
B. 
An Urban Redevelopment Administrator, who will be responsible to coordinate the activities under Part 8 of this chapter.
C. 
An Erosion and Sedimentation Control Administrator, who shall be responsible for the administration of the erosion and sedimentation control regulations contained in Part 4 of this chapter.
The names above are used to designate and categorize certain responsibilities as defined in applicable law. The names are not necessarily job titles nor complete job descriptions. The persons to whom these responsibilities are given shall be governed by applicable contracts for employment, or contracts for services, as well as applicable personnel policies and laws.
