Pursuant to the provisions of the Urban Redevelopment Law,[1] approved May 24, 1945, P.L. 991, the Council of the City of Altoona finds and declares that there is a need for an urban redevelopment authority to function within the limits of the City of Altoona and hereby creates a body corporate and politic to be known as the "Redevelopment Authority of Altoona" to function within the limits of said City, subject to the powers and limitations contained in the above Act; and the Mayor is hereby requested to appoint five members, who shall be residents of Altoona and who shall constitute the personnel of said Authority.

The Clerk of the City Council is hereby directed to file with the Pennsylvania Department of State, the State Planning Board, and the Secretary of the Commonwealth, certified copies of this chapter, so that a Certificate of Incorporation may issue to the Redevelopment Authority of Altoona as provided in said Act of Assembly.
