The schedule of rates for the off-street parking system shall
be established by the City of Altoona by resolution of Council from
time to time.
The Council shall have ultimate responsibility for managing
the off-street parking system and it shall issue such rules and regulations
governing the use, operation and maintenance of said off-street parking
system as from time to time shall be deemed necessary.
The City shall collect and receive all parking rates and charges
prescribed by this article. All such monies shall be deposited to
the credit of a special fund, to be designated the "City of Altoona
Off-Street Parking System Fund," pursuant to the terms of the most
recent agreement of lease by and between the City and the said Parking
Authority, which shall be a separate and distinct fund of the City.
The parking rates imposed by Council from time to time shall
become effective when indicated in the said resolution establishing
the same or if no such date is indicated, then upon adoption of the
same.
