The Council shall have the power to fix by ordinance the amount of bond to be given by the officers of the City and penalties for violating any provision of this Charter or any ordinance of the City. An administrative rule or regulation of any department of the State of Minnesota affecting the City or any statute of the State of Minnesota, or any published code, specifications or regulation prepared by any official or unofficial organization for general circulation and use, may be adopted and incorporated by reference thereto in an ordinance and by marking three copies thereof "official copies," and filing them for reference and inspection in the office of the City Clerk-Treasurer, and the publication requirements of this Charter shall be as fully satisfied in such cases by this method as if the said material had been set forth in full in the ordinance.
The City shall succeed to all the contract and property rights and privileges and be subject to all the legal obligations and terms of existing contracts and franchises existing at the time this Charter goes into effect.
When any suit or action shall be commenced against the City, service or process therein may be made by leaving a copy with the City Clerk-Treasurer or the person in charge of the City Clerk-Treasurer's office, and it shall be the duty of the City Clerk-Treasurer to forthwith inform the Mayor and the Council thereof.
The City Council may annually levy a tax of not to exceed one mill on all taxable property within the City of Breckenridge and expend the money raised thereby for the purpose of advertising and promoting the City and its resources and advantages.
