A. 
The object of this article is to ensure that sales tax are collected from vendors at mass events, to ensure that mass events are conducted in proper zoning districts and to otherwise maintain the health, welfare and safety of the City.
B. 
Authority is granted cities and towns by Wyoming Statutes § 15-1-103(a)(xiii) to license, tax and regulate any business conducted within the limits of the City and Wyoming Statutes § 15-1-103(a)(xli) to adopt ordinances for the public health, safety and welfare of its citizens.
The following definition shall apply in the interpretation and enforcement of this article:
MASS EVENT
A single event, including but not limited to bazaars, flea markets, festivals, fairs and similar events, of not more than seven days in duration, in which there are multiple businesses and/or temporary or transient merchants (referred to as "vendors"), located at a single site.
A. 
Any person who wishes to sponsor a mass event shall be required to obtain an event license in accordance with this article. Each mass event license shall entitle the licensee to allow multiple vendors to operate under that license for the duration of the mass event.
B. 
Persons desiring a mass event business license must submit a written application on forms provided by the City Clerk, together with payment of the licensing fee, to the office of City Clerk. The applicant shall supply the following information and any such additional information that the City Clerk may include upon the application form:
(1) 
The applicant's name, telephone number, mailing address and dates of the event;
(2) 
The location of the event and the number of vendors expected to participate in the event; and
(3) 
A certification that the applicant will notify all of the vendors participating in the event that they must be registered with the Wyoming Department of Revenue for the payment of sales tax.
C. 
Failure to obtain a mass event license sufficient for the number of vendors participating in the mass event shall be cause to revoke any mass event license immediately and to allow law enforcement to assist in ending the event.
Each license for a mass event shall be for the designated day or days of the event.
Any person who violates any provision of this article will be deemed guilty of a misdemeanor, punishable pursuant to the general penalty provision of the City Code.[1] The City Clerk will have the authority to sign and file complaints with municipal court for the City against those persons violating the provisions of this article. Each day a violation continues will be deemed a separate offense.
