The office of the Town Clerk of the Town of Lowville, Lewis County, New York, shall be an appointive office on and after January 1, 1934.

Notwithstanding the provisions of Town Law § 23 and Public Officers Law § 3, which are hereby specifically superseded to the extent set forth herein, The Town Clerk and any Deputy Town Clerk who may be appointed need not be a resident of the Town of Lowville as a condition for employment. However, any person appointed to either such position must be a resident of Lewis County within one month of the date of appointment, or the employment of such person shall terminate. The residency requirement set forth herein shall also apply to the Town Clerk or Deputy Town Clerk when fulfilling the duties of Registrar, Collector of Taxes, Special District Clerk or Records Management Officer or the duties of the Deputy to any such position.
