The city shall have the power to provide for the operation and
maintenance or contract for the operation and maintenance of garbage,
solid waste, recycling, yard waste, residential bulk and commercial
debris collection and disposal systems and may do all things it deems
necessary for the efficient operation and maintenance of the same.
The city shall have the power to charge and collect such service
rates for garbage and solid waste collection as it deems necessary.
These charges may be billed and collected by the Clerk in addition
to charges made for water and sewer service. If bills are unpaid after
30 days, service for water, sewer or garbage collection or any of
the same may be discontinued. All such charges shall be a lien on
the property, collectible in the same manner as city taxes or by suit
at law.
