The Borough Engineer is hereby appointed to serve as the Floodplain Administrator and to administer, implement, and enforce the provisions of this Part.

The duties and responsibilities of the Floodplain Administrator shall include, but not be limited to, the following:
A. 
Permit Review. Review all building permit applications and subdivision and land development applications to determine:
(1) 
Whether the property on which the proposed development or improvement is to be constructed is located within a flood-prone area;
(2) 
If the property is located in a flood-prone area, whether the requirements of this Part and all other applicable state and federal requirements have been satisfied; and
(3) 
Whether the site is reasonably safe from flooding.
(4) 
The Floodplain Administrator shall maintain in perpetuity all records associated with the requirements of this Part including, but not limited to, building permits, land development applications, inspections and enforcement.
(5) 
The Floodplain Administrator shall take into consideration the requirements of Chapter 34 of the Pennsylvania Code, the International Building Code of 2009 and the International Residential Code of 2009, the latest revisions thereof.
B. 
Review and Use of Any Other Base Flood Data. The Floodplain Administrator shall obtain, review, and reasonably utilize any base flood data available from Federal or state agencies or other sources.
