It is the desire of the Township Council of Hampton Township, Allegheny County, Pennsylvania, and the Township Council of Hampton Township hereby signifies its intention, together with Harmar Township, the Township of Indiana, Richland Township and West Deer Township, all of Allegheny County, Pennsylvania, and the Borough of Mars, Middlesex Township and Valencia Borough, all of Butler County, Pennsylvania, to organize a Joint Authority under the Municipality Authorities Act of May 2, 1945, P.L. 382, as amended.[1]

The name of the proposed joint authority shall be: "North Allegheny Joint Water Authority."
The following persons are hereby appointed members of the Board of North Allegheny Joint Water Authority for the terms of office indicated: [Here followed the names, addresses, terms of office and name of the appointing municipality of the members of the first Board of said Authority.]
Pursuant to said desire and intention of the Township Council and in conformance with the terms and provisions of said Municipality Authorities Act of 1945 and its amendments, the proposed Articles of Incorporation are hereby set forth in full, as follows:

In compliance with requirements of the Municipality Authorities Act of 1945, approved the second day of May 1945, P.L. 382, as amended, and pursuant to ordinances or resolutions duly enacted by the municipal authorities of Hampton Township, Harmar Township, the Township of Indiana, Richland Township and West Deer Township, all of the County of Allegheny, Pennsylvania, and the Borough of Mars, Middlesex Township and Valencia Borough, all of the County of Butler, Pennsylvania, signifying their desire and intention that a Joint Municipality Authority be established under the provisions of the aforementioned law and that a Certificate of Incorporation be issued to said Authority, Hampton Township, Harmar Township, the Township of Indiana, Richland Township and West Deer Township, all of the County of Allegheny, Pennsylvania, and the Borough of Mars, Middlesex Township and Valencia Borough, all of the County of Butler, Pennsylvania, do hereby certify:

The name of the Authority shall be: "North Allegheny Joint Water Authority."
2.
The Authority is formed under the Act of May 2, 1945, P.L. 382, as amended.
3.
No other Joint Authority has been organized under the provisions of this Act, or the Act approved the 28th day of June 1935, P.L. 463, and is in existence within or for the incorporating municipalities, except:
The Township of Indiana and West Deer Township formed the "Deer Creek Drainage Basin Authority" and Articles of Incorporation were filed on October 21, 1974.

The names of the incorporating municipalities are Hampton Township, Harmar Township, the Township of Indiana, Richland Township and West Deer Township, all of the County of Allegheny, Pennsylvania, and the Borough of Mars, Middlesex Township and Valencia Borough, all of the County of Butler, Pennsylvania.

The names and addresses of the members of the incorporating municipal authorities are as follows: [Here followed the names and addresses of the municipal authorities of the incorporating municipality.]

The names and addresses and terms of office of the first members of the Board of said Joint Authority are as follows: [Here followed the names, addresses, terms and name of appointing municipality of the first members of the Board of said Joint Authority.]

The purpose of this Joint Authority is to undertake the planning, acquisition, construction, financing and operation of a water supply and distribution system using water purchased from the City of Pittsburgh, Allegheny County, Pennsylvania, for the use of those municipalities and authorities contracting with the Authority. Any municipality contracted with the Authority for water services shall, upon payment to the Authority of its pro rata share of expenses incurred to date, be entitled to become a member of the Authority.

The Township Council hereby signifies its intention and desire to organize a municipal authority ("Authority") jointly with the Township of Shaler under the provisions of the Municipalities Authorities Act, as amended.[1]

The Township Council President and Secretary are hereby authorized and directed to execute on behalf of the Township of Hampton Articles of Incorporation incorporating said Authority in substantially the form attached hereto as Exhibit "A."[1]

The Township Council Secretary, acting with the appropriate officers of Hampton Township and Shaler Township, is further directed to cause a notice of the substance of this article, including the substance of the attached Articles of Incorporation and of the proposed filing of the articles, to be published once in a newspaper published and of general circulation in the County of Allegheny and once in the Pittsburgh Legal Journal, as required by the Municipal Authorities Act, as amended.
The Township Council Secretary, acting with the appropriate officers of Hampton Township and Shaler Township, is directed to file said Articles of Incorporation, together with necessary proofs of publication, with the Secretary of the Commonwealth, and to do all other acts and things necessary or appropriate to effect the incorporation of the Authority, including payment of any filing fees in connection therewith.
The Authority organized hereby shall provide water service, supply and distribution to users located within Shaler Township and Hampton Township. The Authority may, at its discretion, provide water service, supply and distribution to areas not located within the Hampton Township and Shaler Township service area.
