Every property owner owning property in the Township of Hampton shall maintain their premises in the manner prescribed by this section, as follows, the same being minimum standards which are deemed to be important for the protection of adjacent properties and property owners and the health, safety and welfare of the residents thereof:
A. 
Such premises shall at all times be maintained so as not to constitute a nuisance or a menace to the health of the community or of residents nearby or a place for the breeding of rodents and vermin.
B. 
No garbage or other organic waste, and no paper, rubbish, rags or other flammable articles or materials shall be stored in such premises.
C. 
No abandoned or unlicensed motor vehicle shall be received in or on the premises of any property owner in the Township of Hampton, and all gasoline and oil shall be drained and removed therefrom in the case of abandoned or unlicensed motor vehicles presently upon any such owner's premises. No such abandoned or unlicensed vehicle shall be permitted to remain upon the premises of any property owner from and after the effective date of this article.
D. 
The manner of storage of materials and the drainage facilities of any homeowner's premises shall be such as to prevent the accumulation of stagnant water upon the premises so as to produce any mosquito or insect infestation and for further purposes of facilitating access for firefighting, police and/or emergency vehicles.
The Zoning Officer of the Township of Hampton is hereby authorized to act as the official enforcement officer of the Township for the purposes of violations of this article and is authorized to bring suits and actions, prosecutions and perform any and all other acts necessary hereunder for the purpose of enforcement or prosecution of violations of this article.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $600 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
