A.
Kratzenberg and Associates, Inc., doing business as Keystone Collections,
is hereby designated as the Borough delinquent refuse account agent
authorized to collect on behalf of the Borough delinquent service
fees, as established by the Borough, for the collection and disposal
of garbage, rubbish, trash and other waste materials.
B.
The scope of authority of Kratzenberg and Associates, Inc., doing
business as Keystone Collections, to act on behalf of the Borough
in the collection process of delinquent refuse accounts shall be established
and regulated in accordance with the terms, conditions and provisions
of the delinquent refuse account agreement in effect between the Pennsylvania
municipal service company and the Borough of Port Vue.

In addition to the costs which it incurs during the process
of collecting a delinquent account, Kratzenberg and Associates, Inc.,
doing business as Keystone Collections, shall be entitled to establish
reasonable fees in accordance with the terms of the delinquent refuse
account agreement in effect between the Borough and Kratzenberg and
Associates, Inc., doing business as Keystone Collections, as compensation
for services rendered in its efforts to collect delinquent accounts.
These costs and fees shall be payable by the delinquent party and
shall constitute legally recoverable costs and fees to Kratzenberg
and Associates, Inc., doing business as Keystone Collections, to be
added to the principal amount of the debt due, plus penalty and interest
due thereon.
The provisions of this article shall take effect September 1,
1994.
