There is hereby created and established the position of Director of Economic Development for the City of Salem, Missouri.

A. 
The Mayor, with the consent and approval of the majority of the members of the Board of Aldermen, shall appoint a suitable person as Director of Economic Development.
B. 
The Director of Economic Development shall hold office until his or her death, resignation or removal from office.
C. 
If the Mayor fails or is unable to appoint a suitable person as Director of Economic Development a majority of the full Board of Aldermen may appoint a suitable person as Director of Economic Development.

The person appointed to the position of Director of Economic Development shall have a degree or equivalent work experience in community or economic development, public administration, business administration or marketing.

The Director of Economic Development shall receive compensation as may be determined from time to time by the Board of Aldermen.

A. 
The Director of Economic Development shall have the following general duties and responsibilities:
1. 
Assist in the development and supervise implementation of an annual program of work for economic development.
2. 
Develop and supervise an annual budget for support of economic development activities.
3. 
Increase the economic base of the Salem area by expansion of existing and procurement of new business and industry.
4. 
Write quarterly reports of performance.
5. 
Develop and implement a tracking system of all prospects/suspects that would facilitate a consistent follow up procedure.
6. 
Develop and implement advertising campaign that would best utilize available budget; tract results of all ads to analyze their success.
7. 
Contact by whatever communication means appropriate any prospect/suspect to determine how Salem fits into their future plans.
8. 
Receive all inquiries relating to business development and make personal follow up.
9. 
Develop and implement regular and consistent contact with individuals representing the existing business community; assist in problems and provide answers when possible; aid them in expansion efforts in Salem.
10. 
Supervise distribution of demographic and economic data to potential new businesses and indigenous businesses.
11. 
Shall attend State and regional conferences and programs applicable to his/her office, and the business of the City of Salem, whenever such attendance is directed and approved by the Board of Aldermen and the Mayor.
12. 
In addition to the foregoing duties, the Director of Economic Development shall perform any and all other duties or functions prescribed by the Mayor and the Board of Aldermen.
