City of Salem, MO Standards and Specifications

This Article shall take effect and be in force from and after its passage and publication in the manner provided by law.

This Article covers any person who shall construct, install, alter, repair, renew, or use any electric wiring.

All wiring shall be provided in conformance with the latest publication of the National Electrical Code and the municipal utilities rules and regulations with the following additions for safety, convenience, efficiency and future growth.

All service entrances shall have minimum capacity of one hundred (100) amperes and shall terminate in an over current protected main disconnect. All service entrance conductors to be installed in rigid conduit, galvanized or aluminum.

All underground services shall have an over current protected disconnect before entering the ground.

All service entrance equipment shall be adequately grounded.

All neutral conductors shall be identified by white outer cover or white markings at all terminating points. Green or bare wire shall be used only on ground and conductors.

All exposed wiring shall be protected where necessary from physical damage by conduit, pipe, guard strips or other approved means.

Wire size number 12 shall be in the minimum size to be used in wiring for light, heat or power for all circuit up to sixty (60) feet.

Use only copper wire for all electrical wiring systems, in all commercial, industrial buildings, as well as in all residential structures.

All receptacles shall be of the grounding type and shall be grounded receptacles connected to circuits having different voltage, frequencies or type of current shall be of such design that attachment plug caps are not interchangeable.

There shall not be more than six (6) convenience outlets per circuit, except kitchen and utility areas. Three (3) convenience outlets.

All pull chain lamp holders shall be provided with an insulating link in chain.

12.

All outlet switch, pull and junction boxes and conduit condulets shall be so installed that wiring in the same is accessible at all times.

At each outlet switch or junction point an approved box is to be used.

14.

Where more than one (1) grounding conductor of a branch circuit enters a box, the arrangement shall be such that the disconnecting or removal of a receptacle, fixture, or other device fed from said box will not interfere or interrupt the grounding continuity.

All wire splices or taps shall be made only in an approved junction, outlet boxes, or conduit bodies.

16.

All unused openings in boxes, panels, etc., shall be effectively closed.

17.

No panel board, safety switches or motor controllers shall be used as a pull or junction box unless design suitable for the purpose.

18.

When the installation of any electric wiring device, appliance or equipment is found to be in a dangerous and unsafe condition and in non-compliance with this Article the person, firm, or corporation owning, using or operating the same shall be notified in writing and shall make the necessary repairs and changes required to replace such wiring, device, appliance or equipment in compliance with this Article within the time specified in the notice; upon failure to comply with the written notice, the electrical inspector is hereby authorized to notify the utility company supplying electric energy to such building or premises to cease electric service and to hold such service off until instructed by electrical inspector that service may be restored.

All electrical installations to be connected to the municipal utilities system shall be wired in a safe and neat manner and in accordance with the National Electric Code and the municipal utilities rules and regulations. Electricity will not be provided until all wiring and fixtures have been inspected and approved by the City inspector.

20.

No person other than an authorized agent of the municipal utilities is permitted to connect, disconnect or in any way remove an electrical meter belonging to the municipal utilities.

21.

If for any reason any Section, clause, phrase, sentence or provision of this Article shall be held to be unreasonable, illegal, unconstitutional or void, such holding shall not in any way affect the other Sections and provisions of this Article.

22.

In order to carry out the provisions of this Article, the electrical inspector shall have the authority during reasonable hours to enter any building or upon any premises in the discharge of his/her official duties for the purpose of making inspections and tests of any installations of electrical wiring, device, appliance or equipment contained herein.

23.

Anytime more than five (5) kilowatts are added on to an existing or new building, the Electric Department should be contacted.

24.

All meter bases cannot be set inside of a wall.
