Application to construct extensions or additions to any sanitary
sewers shall be made to the Superintendent on forms prescribed by
the Town and shall be approved by the Town before submission to DEC.
Two sets of detailed construction plans showing the proposed construction
shall be submitted to the Town for preliminary review. Applicant shall
also provide proof of adequate insurance in amounts prescribed by
the Town. Following preliminary review and approval, the applicant
will submit three sets of applications to construct a sanitary sewer
along with eight sets of detailed construction plans and specifications
showing the proposed construction. Five sets of application and approved
plans and specifications will be forwarded with a letter of approval
to DEC. Evidence of DEC approval as well as other required local,
state and/or federal approvals is required prior to final acceptance.
Inspection during construction will be made by the Superintendent or authorized Town representatives. No sanitary sewers are to be covered until such inspection has been made. The Superintendent will send a letter to the applicant certifying that inspection, testing and acceptance have been completed. Inspection and acceptance by the Superintendent does not relieve the owner of the responsibility to keep the sewer operating in accordance with this chapter. A complete set of as-built construction plans showing the final construction, wye or tee locations and other information shall be submitted prior to final acceptance. The cost of the Town review (§
135-42) and inspection (§
135-43) will be the responsibility of the extension applicant.
Extensions or additions to the sanitary sewer system shall be
designed and constructed in accordance with the latest revisions of:
the "New York State Standards for Waste Treatment Works," the Water
Environment Federation Manual of Practice No. 9 "Design and Construction
of Sanitary and Storm Sewers," Niagara County Health Department Regulations
and the American Society of Testing Material Specifications for Sanitary
Sewer Construction.
Any person installing a sanitary sewer extension to the public
sanitary sewer shall post a maintenance bond to be approved by the
Superintendent for 25% of the full value of the sewer construction
cost with the Town, guaranteeing the sewer for a period of two years
from the time of acceptance by the Superintendent. During this period,
any defects in the sewer or appurtenances must be corrected at the
applicant's expense.
