[HISTORY: Adopted by the Town Board of the Town of Royalton 7-10-2006 by L.L. No. 2-2006. Amendments noted where applicable.]
The purpose of this chapter is to regulate the use of the parks of Town of Royalton (the "Town").
The following terms shall have the meanings indicated in this section:
PARKS
The grounds, buildings therein, water therein and any other property necessary for the operation thereof, and constituting a part thereof, which is now or may hereafter be maintained, operated and controlled by the Town for public park purposes.
PERSON
Any individual, firm, partnership, corporation or association of persons: the singular number shall include the plural.
TOWN
The Town of Royalton.
The Town has established the following park rules:
A. 
Park hours are 7:00 a.m. to 9:00 p.m. daily;
B. 
The park and rest rooms are open to the public during normal hours of operation;
C. 
No glass containers are allowed in the park;
D. 
All pets must be leashed and must be cleaned up after;
E. 
All trash is to be picked up and bagged at the end of your event and put into the dumpster;
F. 
Bounce house, pony rides, horses and fireworks are prohibited;
G. 
Noise must be kept to a minimum while using the park, so as not to annoy neighbors;
H. 
The Town reserves the right to refuse future access to any individual or group who abuses any privileges associated with the use of the park;
I. 
No one will be allowed to store food, drink or other equipment anywhere within the park;
J. 
Pavilion.
(1) 
Anyone interested in the use of the pavilion will need to sign a contract and disclaimer with the Town for its use;
(2) 
A deposit in an amount set from time to time by the Town Board by resolution shall be required at the time of rental of the pavilion. Upon return of the key and park inspection, the deposit will be returned;[1]

Pavilion permits will be valid rain or shine with absolutely no refunds.
K. 
No snowmobile, minibike, ATV, dirt bike, go-ped or similar vehicle shall be operated or parked within Town parks;[3]

L. 
Motor vehicles shall not be parked in a park overnight without permission from the Town;[4]

M. 
No firearms, bow and arrow or other dangerous weapons shall be possessed or used within the parks;[5]

N. 
No one shall injure, deface, destroy, disturb or remove any part of the parks;[6]

O. 
Park users shall not litter or leave behind refuse and garbage, except in receptacles provided for such purpose;[7]

P. 
No one shall start a fire in a park except in grills, fireplaces or designated areas;[8]

Q. 
Failure to extinguish all fires started or used before leaving the park or the dumping of ashes or fire onto the ground is absolutely prohibited.[9]

A. 
A violation of this chapter shall constitute an offense punishable by a fine not to exceed $50 for each and every such offense or up to five days in jail.
B. 
Any state police officer or police officer of Niagara County or any of its municipal subdivisions may, without a warrant, arrest any offender whom he/she may detect in the violation of any of the provisions of the above sections, and take the persons so arrested forthwith before a magistrate having competent jurisdiction, and he/she shall have at all times a right to enter the premises of any building, structure or enclosure in any park, including such grounds, buildings, structures or enclosures in the Town park which may be leased or set aside for private or exclusive use of any individual or groups of individuals, for the purpose of arresting violators hereof, and may use all necessary means to attain that end.
