All revenues derived from the operation
of the combined water and sewer system shall be set aside as collected
and deposited in a separate and distinct fund and proper records and
accounts, separate and apart from all other records and accounts,
shall be maintained.

The Finance Department shall maintain
a list of all water/sewer service connections. Such list shall show
the name of the user, type of service(s) and location of each premises.

It shall be unlawful for any person
to operate fire hydrants or water system valves, remove sewer system
manhole covers or in any other way interfere with the operation of
the municipal water and sewer system, except employees working for
the City, a fire protection district, or a person with written authorization
from the Manager.
