By virtue of the authority of Chapter 78 of the Laws of 1986, adopted August 6, 1986, amending N.J.S.A. 26:3-9, in addition to the members set forth in N.J.S.A. 26:3-9a, the Board of Health shall also have two alternate members. The alternate members of the Board of Health shall be appointed by the Township Committee and at the time of the appointment shall be designated as "Alternate No. 1" and "Alternate No. 2." The term of each alternate member shall be for two years, except that, of the first two alternate members appointed, one shall be appointed for a term of one year so that the term of not more than one alternate member shall expire in any one year. A vacancy occurring otherwise than by expiration of term shall be filled by the Township Committee for the unexpired term only. Alternate members shall be guided by the rest of the provisions of Chapter 78 of the Laws of 1986 concerning their participation in the proceedings of the Board of Health.
