The definitions of words and terms used in this chapter shall be as set forth in section
66-1.

This chapter is adopted pursuant to and is intended to implement
the comprehensive plan for the City adopted by the City on March 14,
1995.

The City is hereby divided into the following classes of districts:
(1) General Purpose "A" District (article
V, division 2 of this chapter).
(2) General Purpose "B" District (article
V, division 3 of this chapter).
(3) Residential/Agricultural I District (article
V, division 4 of this chapter).
(4) Residential/Agricultural II District (article
V, division 5 of this chapter).
(5) Residential I Urban District (article
V, division 6 of this chapter).
(6) Residential II District (article
V, division 7 of this chapter).
(7) Downtown Commercial District (article
V, division 8 of this chapter).
(8) Waterfront I "A" Downtown District (article
V, division 10 of this chapter).

The location and boundaries of the districts listed in section
102-3 are hereby established as shown on maps entitled "Zoning Maps" adopted by City Council and kept on file at City hall, which maps, with all explanatory matter thereon, shall be deemed to be and are hereby made a part of this chapter. When uncertainty exists with respect to district boundaries as shown upon the maps, the following rules shall apply:
(1) Unless otherwise indicated, district boundary lines are the centerlines
of established streets (or such lines extended) or waterways.
(2) Where there is a discrepancy between the location and boundaries
shown on the zoning maps and the written description of a district
in any other provision of this chapter, the written description shall
control.

(a) No building or structure shall be erected, altered, enlarged, rebuilt, moved or used and no premises shall be used unless in conformity with the provisions of this chapter, except those existing which by the provisions of this chapter become legally nonconforming and which meet the requirements of article
III of this chapter.
(b) No part of a yard or other space or off-street parking or loading
space used in connection with any building and required for the purpose
of complying with this chapter shall be included as part of a yard,
open space, other space, or off-street parking or loading space similarly
required for any other building.

Unless specified in this chapter, this chapter does not repeal
any law, ordinance, regulation, rule, code, or lawful deed restriction
or covenant. Whenever the requirements of this chapter are at variance
with the regulations or restrictions of any other lawfully adopted
law, ordinance, code, rule or regulation imposed by any governmental
authority or any deed restriction or covenant, that which is more
restrictive or imposes the higher standards or requirements shall
govern. Notwithstanding any other provisions of this chapter, no premises
shall be used or maintained in violation of any state or federal pollution
control or environmental protection laws or regulations.
