Although the degree of flood protection required by this Part
1 is considered reasonable for regulatory purposes and is based on
scientific and engineering considerations, on occasion greater floods
can and will occur, and flood heights may be increased by man-made
or natural causes. This Part 1 does not in any way imply or guarantee
that land outside the floodplain areas or that uses permitted within
such areas will be free from flooding or flood damages. This Part
1 shall not create liability on the part of the SMC nor the Village
or any officer or employee thereof for any flood damages that result
from reliance on this Part 1 or any administrative decision lawfully
made hereunder.
