Every application filed pursuant to §
225-115 hereof for a permit covering the installation, modification or repair of a septic tank, septic field or other on-site system or device for sewage collection, treatment or disposal shall contain a covenant by the owner of the premises that he or she, and his or her successors in interest, shall not urge or assert the existence of such system or device, or the permit therefor, in opposition to the installation of a sewer main to serve such premises or as a reason for reducing any assessment for the cost thereof or as justification for any failure to abandon such system or device and attach to the Village sewerage system.

No permit shall be issued under this article for any premises required to be connected to the Village sewerage system pursuant to §
225-102.

All on-site sewage collection, treatment and disposal systems
and devices shall, except as hereinafter provided, comply with the
Lake County Health Department Individual Sewage Disposal System Rules
and Regulations, as approved by the Lake County Board in an ordinance
effective on June 14, 1976, which rules and regulations are on file
at the Village Hall and by this reference made a part hereof.
The following additional regulations shall apply in addition
to, or in lieu of less strict provisions of, the standards established
in the preceding section:
A. Location of facilities near wells. Where a pump for water supply for human consumption is located in a basement or building apart from the well from which such supply is obtained, the suction line to such well shall be considered the same as such well and neither the sewer, septic tank nor disposal field shall be located closer to it than the minimum distance specified for wells in §
225-119 or Subsection
B hereof.
B. Septic tanks.
(1)
No septic tank shall be installed, used or maintained within
20 feet of a dwelling. It shall be located so that the effluent is
directed away from all dwellings, wells and cisterns located within
a radius of 100 feet.
(2)
Septic tanks shall be made of poured monolithic Portland cement
concrete with walls of a minimum thickness of six inches or precast
concrete reinforced with wire mesh with walls of a minimum thickness
of three inches; or, where the tank is situated more than 75 feet
from any well as herein defined, solid concrete block or hard burned
sewer brick construction may be used, with walls of a minimum thickness
of eight inches; provided that where such last-named construction
shall be used, the same shall be kept and maintained waterproof. The
top of monolithic concrete shall be of reinforced concrete not less
than four inches thick. The bottoms of all concrete or brick or tile
tanks shall be of concrete not less than six inches thick.
(3)
A cleanout or inspection hole shall extend from the top of the
septic tank to the surface of the ground. Said hole shall be tightly
sealed at the ground surface.
(4)
There shall be a minimum of two baffles in the septic tank,
one six inches to nine inches from the inlet end of the tank and one
six inches to nine inches from the outlet end of the tank. Said baffles
shall extend from inside face to inside face of the tank. The top
of the inlet baffle shall be at least nine inches above the liquid
level in the tank, and the bottom shall be at least nine inches below
the liquid level. The top of the outlet baffle shall be at least six
inches above the liquid level in the tank, and the bottom shall be
at least 12 inches below the liquid level.
(5)
Every septic tank shall be cleaned and inspected at least once
every two years and at such other times as may be necessary to prevent
the creation of a nuisance. Sludge shall be disposed of in compliance
with the requirements of the State of Illinois and Lake County.
(6)
Each owner of a septic tank shall obtain a certificate of the
person, firm or corporation cleaning the tank certifying that such
work was done, the date thereof and that the septic system is operating
effectively. Within five days after the tank has been cleaned and
inspected, each owner shall file the required certificate with the
Commissioner or Clerk.
C. Seepage fields.
(1)
Every seepage field shall consist of a minimum of 500 lineal feet of tile or the minimum specified in §
225-119 hereof, whichever is greater.
(2)
Individual laterals in the seepage field shall not exceed 75
feet in length and must be at least 10 feet apart.
(3)
The bottom of trenches shall be at least 12 inches below the
flow line of tile pipe. The flow line of tile pipe shall not be less
than 12 inches nor more than 26 inches below the average surface of
the ground.
(4)
Trenches shall be backfilled with gravel or crushed stone from
the bottom to a horizontal plane at least four inches above the top
of the seepage field tiles. In laying seepage field tiles, one-inch-by-four-inch
grade boards shall first be set in the trench on adequate stakes and
shall be left in place under the tile during and after backfill. The
upper halves of joints of the tiles shall be covered with tar paper
to prevent backfill from entering the tile system. Tar paper or building
paper shall be placed over the gravel or stone backfill to prevent
earth from entering the gravel or stone. Earth backfill over this
paper shall be well tamped in place.
Nothing in this article shall prevent the use and maintenance of any properly functioning private sewage disposal system lawfully constructed prior to the passage and approval of this Part
1, whether such prior system includes seepage or disposal fields or seepage pits or not.
