A mobile home park or mobile home community may be located in any "R-1" District as provided by this Chapter.

A. 
Each mobile home park shall be designed so as to comply with the following standards:
1. 
Park minimum size. The mobile home park shall be located on a well-drained site consisting of at least eight (8) acres. The site shall be properly graded to insure rapid drainage and freedom from stagnant pools of water.
2. 
Setbacks. No mobile home shall be located less than forty (40) feet from any property line of the mobile home park or from any community building within the park, including any washroom, toilet or laundry facilities. Parking areas and internal private access drives shall not occupy the forty (40) foot perimeter setback.
3. 
Parking. All areas used for automobile access and parking shall comply with the applicable provisions of this Chapter, provided that there shall be at least one and one-half (1½) off-street parking spaces for each mobile home space and one (1) additional space for each five (5) such mobile homes to accommodate guests, and such parking shall be provided in locations convenient to individual mobile groups of mobile homes. In addition, each mobile home park shall provide a parking lot for storage of boats, recreation vehicles, and trucks that do not exceed one (1) ton capacity.
4. 
Recreation areas. Each mobile home park shall devote at least twenty (20%) of its gross areas to open space provided for the recreational use and enjoyment of the occupants of the park. Recreation areas shall be appropriate design and be provided with recreational equipment. Required yards between mobile homes and vehicular driveways and parking spaces shall not be counted in computing such open space.
5. 
Access. Each mobile home park shall abut upon and have direct access to a public street and the access drive shall not be less than thirty (30) feet in width. Each mobile home space shall have direct access to a hard surfaced driveway or interior street.
6. 
Interior streets. All interior streets have a minimum right-of-way width of fifty (50) feet and a paved roadway width of not less than twenty-two (22) feet. Interior streets, as a minimum, shall be provided with adequate ditches as called for by the City Engineer and with two (2) inches of hot-mix asphalt on eight (8) inches of crushed rock base, or hard surfaced, dust-free walkways shall be constructed along streets and/or midblock as may be deemed appropriate by the Commission.
7. 
Buffer planting. All areas not used for access, parking, circulation, buildings, and service shall be completely and permanently landscaped and the entire site maintained in good condition. A landscaped strip of land not less than fifteen (15) feet in width shall be established and maintained within the mobile home park along its exterior boundaries. Whenever a mobile home park abuts on any property outside of the part that is classified for residence use (except property actually used for non-residential use or for a mobile home park), then no mobile home shall be placed less than one hundred (100) feet from such boundary. The one hundred (100) foot setback required by this Subsection shall be planted and landscaped so as to screen the park from the above property.
8. 
Utilities. In every mobile home park fire hydrants shall be located in accordance with the Fire Code of the City of Ash Grove. In no case shall any mobile home be located further than six hundred (600) feet from a fire hydrant. All mobile homes shall be connected to the City sewer and water systems. Gas and electrical systems and connections shall be installed in accordance with City specifications. Each mobile home shall be equipped with at least one (1) electrical outlet. All utilities shall be placed underground. Exterior lighting fixtures shall be shaded wherever necessary to avoid casting direct light on any property located in any other residence district.
9. 
Park area coverage. The buildings and mobile homes in any mobile home park together with any non-accessory buildings already on the lot shall not occupy in the aggregate more than thirty percent (30%) of the area of the park.
10. 
Storm shelters. Any mobile home park shall provide a storm shelter. Such storm shelter shall be located on the premises of the mobile home park or within one hundred fifty (150) feet from the main entrance to the mobile home park. There shall be provided within the shelter a minimum of forty (40) square feet of floor area per mobile home parking space. If such shelter is constructed more than one-half (½) story below finished grade, a minimum of three hundred fifty (350) cubic feet shall be provided per mobile home space. Adequate ventilation providing a complete change of air once each thirty (30) minutes, and adequate disaster first aid and emergency equipment shall be provided within such storm shelter.
11. 
Space size. Each mobile home park shall provide mobile home spaces, and each such space shall be clearly defined by a permanent marker in the ground. No single mobile home space shall contain less than four thousand (4,000) square feet. No single mobile home space shall have a width of less than forty (40) feet.
12. 
Spacing of mobile homes. Mobile homes shall be so located so that there is at least a twenty-five (25) foot clearance between mobile homes; provided however, with respect to mobile homes parked end-to-end, the end-to-end clearance may be less than twenty-five (25) feet, but shall not be less than twenty (20) feet.
13. 
Pads and skirting. Each mobile home space shall be equipped with runners or pads of sufficient size to support the wheels and the front parking jack. Each mobile home shall be provided with appropriate skirting within thirty (30) days after locating within the park.
14. 
Wheel removal. The wheels or other transporting device of any mobile home located in a mobile home park may be removed. Any mobile home located in a mobile home park for more than seventy-two (72) hours shall be securely anchored to the ground so as to attain the same resistance to wind as a comparable fixed residence.
15. 
Additional requirements. In addition to the foregoing, the Board of Aldermen may impose such other conditions, requirements or limitations concerning the design, development and operation of such mobile home parks as it may deem necessary for the protection of adjacent properties and the public interest.

A. 
If mobile home spaces only are provided, no service building shall be required. Any mobile home park providing for mobile homes shall have one (1) or more service buildings. Such service buildings shall:
1. 
Be located fifteen (15) feet or more from any mobile home space;
2. 
Be adequately lighted;
3. 
Have the interior finished with moisture-resistant material to permit frequent washing and cleaning;
4. 
Provide at least one (1) lavatory, water closet and shower for each sex, one (1) laundry tray, one (1) slop-water drain and hot and cold water;
5. 
Have adequate heating facilities for the building and equipment which will furnish ample supply of heated water during time of peak demands;
6. 
Have all rooms well ventilated, with all openings effectively screened.

A. 
Modular and/or manufactured homes will be allowed in any Agricultural or Residential District except "R-1-13" District, provided that the location meets the density requirements as listed in Section 405.120 and that such homes meet the following conditions:
1. 
The home shall have minimum outside dimensions of twenty-six (26) feet by forty-eight (48) feet.
2. 
The home shall have a shingled, peaked roof and house-type exterior siding.
3. 
The home shall be anchored securely and placed on a masonry, fully enclosed, permanent foundation or be recessed into the ground so that the floor area shall be at site grade.
4. 
The home shall have the wheels, hitch, and other transporting devices removed.
5. 
A City zoning permit is required.

A. 
Before any person, firm or corporation shall place or park any trailer or trailer type mobile home within the City of Ash Grove in mobile home park areas designated by the City for the purpose of using the same as a residence, the occupant thereof shall obtain from the City of Ash Grove a permit so to do and shall pay therefor a fee of two dollars ($2.00) for such permit.
B. 
Failure to obtain a permit before the placement or parking of any trailer or trailer type mobile home in mobile home park areas designated by the City without obtaining prior thereto a permit therefor shall subject any violator thereof to a fine of ten dollars ($10.00) per day so long as any such failure or violation shall continue to exist.
