A. Purpose. This district is intended to preserve the historic
significance of Main Street in such a way that it does not discourage
renovations, improvements or investments on Main Street.
B. Permitted Uses. The uses set out in Appendix A of this Chapter
shall be permitted in this district.
C. Conditional Uses. Uses permitted upon review of the Planning
and Zoning Commission and approval of the Board of Aldermen on a conditional
basis shall be as set out in Appendix A of this Chapter.
D. Lot Width And Area. No minimum requirements.
E. Yard Requirements. No minimum requirements.
F. Height Limitation. No principal structure shall exceed thirty-five
(35) feet, and no accessory structure shall exceed fifteen (15) feet
in height.

A. Historical District. A special district is established to preserve the historic significance of Main Street. The district shall retain its current zoning classification. The exact description and boundaries of this district are set forth in Subsection
(C) of this Section.
B. Purposes Of Historic District. This district is intended
to preserve the historic significance of Main Street in such a way
that it does not discourage renovations, improvements or investments
on Main Street.
C. Boundaries. A "Historical District" shall
be defined as including but not limited to:
1. All of the one hundred (100) block of East Main Street approximately
three hundred twenty-eight (328) feet from the centerline of Calhoun
Avenue to the centerline of Webster Avenue, and extending south to
the alley approximately one hundred sixty-six (166) feet from the
centerline of Main Street and extending north to the alley approximately
one hundred sixty-one (161) feet from the centerline of Main Street.
2. All of the one hundred (100) block of West Main Street approximately
two hundred ninety-seven (297) feet from the centerline of Calhoun
Avenue west to the centerline of Tower Avenue and extending south
to the alley approximately one hundred sixty-six (166) feet from the
centerline of Main Street and extending north to the alley approximately
one hundred sixty-one (161) feet from the centerline of Main Street.
3. All of the south side of the two hundred (200) block of West Main
Street approximately two hundred ninety-eight (298) feet from the
centerline of Tower Avenue to a point where the alley south of West
Main Street intersects West Main Street and extending south to the
alley approximately one hundred sixty-six (166) feet from the centerline
of Main Street at Tower Avenue and following the centerline of the
alley to a point where it intersects West Main Street.
D. Approval Of Changes To The District. Any and all proposals
for new business and/or the remodeling of existing buildings and/or
construction of new buildings shall require review and approval of
the Board of Aldermen.

A. Parking. It is recommended that business owners, their employees
and/or their tenants use off-street parking when and where it is practical.
B. Approval Of New Construction Or Alterations. Any additions,
new buildings or alterations to existing buildings must be reviewed
and approved by the Board of Aldermen.
C. Requirements/Recommendations For New Construction Or Alterations. New construction or alterations may be approved if the following
requirements have been met:
1. Approval is not necessary for general maintenance and upkeep, such
as roof repair, painting, electrical repairs, plumbing, repairs, etc.
2. All new construction and alterations must meet the Building Codes
in effect at that time.
3. Maintain the current building's height and existing cornices whenever
possible. On buildings where cornices have been removed, builders
are encouraged to restore the original cornices. Where restoration
is not practical, builders should use paint schemes or simplified
cornices to strengthen the visual unity of the building tops. "Cornice" is defined here to mean the ornamental, horizonal
molding that projects along the top of a building.
4. The heights of new buildings should be similar to the heights of
existing buildings.
5. The facade should be compatible with the older structures in the
district. "Facade" is defined here to mean any side
of a building that faces a street. Requirements for facades are:
a. Maintain the alignment of facades at the sidewalk edge.
b. Maintain the pattern of primary building entrances facing the street.
c. Maintain the same high proportion of glass on the Main Street facade
where possible and practical. The current pattern has large areas
of glass and small areas of opaque materials on the first (1st) floor
and the reverse on upper floors. There is a visual separation in the
patterns of the first (1st) and upper floors.
d. Maintain the pattern created by the windows as to their vertical/horizontal
alignment.
e. Maintain window sizes and shapes. Do not alter the
shape of the original openings. If a window must be blocked, maintain
its original shape even if glass is not used.
f. Renovations should try to incorporate elements of the original facade.
Do not obscure the original facade with various coverings, signs or
paint.
g. The materials used on the facades should be similar or comparable
to materials used along Main Street.
6. In new construction facades must be built out to side lot lines to
maintain the sense of a wall along Main Street.
D. Signs. Signs should be kept subordinate to the buildings.
Sign materials, sizes, shapes and methods of illumination should be
compatible to the facades of the buildings and the character of a
Historic District.
E. Residential Uses On Ground Floor. Residential uses shall be permitted on the ground floor of structures abutting Main Street within the Historical District, provided that such residential use is located behind a non-residential use which faces along the street frontage and which shall be in accordance with existing permitted uses in the district. The residential use shall be subject to a conditional use permit as referenced in Section
405.310. Minimum square footage of usable space for such non-residential use shall be five hundred (500) square feet. All other conditions and requirements of the district shall be met. Each residential use shall have its own separate cooking and bathroom facilities.
