A. 
The Planning and Zoning Commission shall consist of eight (8) total regular members, as follows:
1. 
Six (6) citizen members appointed by the Mayor, with the approval of the Board of Aldermen;
2. 
One (1) representative from the current Board of Aldermen;
3. 
The Mayor of the City of Savannah;
4. 
All six (6) citizen members of this Commission, in addition to the Mayor and Council representative, shall be voting members, totaling eight (8) voting members;
5. 
A quorum shall consist of five (5) voting members.
B. 
In addition, the Board of Aldermen may appoint such alternate members as it deems necessary or appropriate.
1. 
Alternate members, if any, shall serve only in the absence of one or more regular members, and when requested to do so by the Chair of the Commission.
2. 
All vacancies for unexpired terms on the Planning and Zoning Commission caused by resignation, death or removal shall be filled for the remainder of the unexpired term by appointment of an alternate to said vacancy by the Mayor with the confirmation of a majority vote by the Board of Aldermen.
3. 
Alternate member(s), when seated, shall have all the powers and duties as any regular member of said Planning and Zoning Commission and if an issue which requires a vote or decision is in front of the Commission upon said alternate being seated, such alternate shall serve in his or her seat until a decision or vote is rendered on the matter at issue.
4. 
Such alternate member(s) shall be resident citizens and qualified voters of the City, all of whom shall be appointed by the Mayor, subject to confirmation by a majority vote of the Board of Aldermen.
5. 
Alternate members shall be appointed for such terms as determined by the Board of Aldermen.
6. 
Any alternate member of the Planning and Zoning Commission may be removed by the Mayor and the Board of Aldermen at any time, with or without cause.
7. 
The alternate member(s) shall serve without compensation.
8. 
No alternate member shall be a member of any other board or commission thereto.
9. 
Such alternate member(s) are required to attend all meetings of the Planning and Zoning Commission and may participate in discussions during said meetings in their alternate capacity, as well as their individual capacity as a resident of the City.
C. 
The Chairman, Vice Chairman and Secretary shall be elected by Commission members.
D. 
Any member who is absent for two (2) regular meetings without giving prior notification shall be considered as having resigned from his or her position with the Commission. The Board of Alderman shall notify any member, in writing, who has missed one (1) regular meeting without prior notification that a further absence shall cause a vacancy. A copy of this notice shall be sent to the appointing authority. In the event of removal for two (2) absences without prior notification, the appointing authority shall be notified of the vacancy. Vacancies shall be filled for the unexpired term in the same manner as the original appointment.

The provisions of these regulations shall apply to all structures and land in the incorporated area of the City of Savannah, Missouri. The jurisdictional area within the corporate limits of the City shall be shown on the official Zoning District Map.

The jurisdictional area is hereby divided into twelve (12) zoning districts which are designated as follows:
"A-1" Agriculture District
"R-1" Single-Family Residential District
"R-2" Two-Family Residential District
"R-3" Multi-Family Dwelling District
"R-4" Manufactured Home Park Residential District
"C-1" Neighborhood Commercial District
"C-2" Central Commercial District
"C-3" General Commercial District
"M-1" Business Park District
"M-2" Heavy Industrial District
"P-D" Planned Development District
"C-O" Conditional Overlay District

The boundaries of the districts are shown on the official Zoning District Map which is filed in the office of the City Clerk/Treasurer. Each of the said Zoning Maps, with all notations, references, and other information shown thereon, is as much a part of these zoning regulations as if such notations, references, and other information were specifically set forth herein. Such map shall be marked "Official Copy of City of Savannah, Missouri Zoning Map 1996".

A. 
Where uncertainty exists with respect to the boundaries of the various districts as shown on the official Zoning District Maps incorporated herein, the following rules apply:
1. 
The district boundaries are the centerlines of streets, alleys, waterways, and railroad rights-of-way, unless otherwise indicated; and where the designation of a boundary line on the Zoning Map coincides with the location of a street, alley, waterway, or railroad right-of-way, the centerline of such street, alley, waterway or railroad right-of-way shall be construed to be the boundary line of such district.
2. 
Where the district boundaries do not coincide with the location of streets, waterways, or railroad rights-of-way but do coincide with lot lines, such lot lines shall be construed to be the boundary of such district.
3. 
Where none of the above rules apply, the district boundaries shall be determined by the use of the scale shown on the Zoning Map.

A. 
The following structures and uses shall be exempt from the provisions of these regulations:
1. 
Poles, wires, cables, conduits, vaults, laterals, pipes, mains, valves, or other similar equipment for the distribution to consumers of telephone or other communications, electricity, gas, or water, or the collection of sewage or surface water operated or maintained by a public utility but not including substations located on or above the surface of the ground.
2. 
Railroad tracks, signals, bridges, and similar facilities and equipment located on a railroad right-of-way, and maintenance and repair work on such facilities and equipment.
3. 
Agriculture as defined by these regulations. In the event that any structure or land ceases to be used only for agriculture, then such structure or land shall be subject to the applicable regulations of these regulations.
4. 
Retaining walls on public property.
5. 
Public signs.

No structure or land shall hereafter be used or occupied, and no structure or part thereof shall hereafter be erected, constructed, reconstructed, moved, or structurally altered except in conformity with these regulations.

All land which may hereinafter be annexed to the City of Savannah shall be classified "A-1" Agriculture District. Annexed land may be classified as a zoning classification, other than "A-1" Agriculture District, only after a public hearing by the Planning and Zoning Commission and recommendation to the Board of Aldermen as provided in these regulations for zoning district amendments. The public hearing may be held by the Planning and Zoning Commission to adopt a recommendation relating to the zoning classification of land proposed to be annexed and may be held prior to annexation of the subject parcel of land to the City.

A. 
It is hereby declared to be the intention of the City that the several provisions of these regulations are separable in accordance with the following rules:
1. 
If any court of competent jurisdiction shall adjudge any provision of these regulations to be invalid, such judgment shall not affect any other provisions of these regulations.
2. 
If any court of competent jurisdiction shall adjudge invalid the application of any provision of these regulations to a particular property or structure, such judgment shall not affect the application of said provisions to any other property or structure.
