A. A tuition
assistance program is hereby established in the City of Concordia
to assist in the recruitment of full-time Police Officers. This program
will pay the cost of the applicant to attend a certified Police academy
and obtain the necessary education to become a Police Officer in the
State of Missouri. In return the applicant will work for the City
under an agreement requiring the cost of such assistance to be repaid
to the City. The applicant will be considered for full-time employment
when an opening exists.
B. Any
individual desiring to become a Police Officer in the City of Concordia
may apply to the Chief of Police for admission to the City's tuition
assistance program. A completed application form is required and is
to be signed by the applicant.
C. In
order for the applicant to be accepted into the program, an interview
must be conducted by the Police Advisory Board and a recommendation
made to the Board of Aldermen. In addition, the Police Chief must
interview the candidate and allow the candidate to accompany him on
a work shift in order to ascertain sufficient basic competency and
interest in the law enforcement field.
D. Upon
a positive recommendation by the Police Chief and the Police Advisory
Board, a training agreement shall be presented to the candidate for
signature. Said agreement shall set out the parameters of the program
as set forth above and shall include the applicant's agreement to
reimburse the City through service and/or payment. The Mayor is hereby
authorized to sign said agreement as presented. Upon approval of the
agreement by the Mayor, the applicant is duly enrolled in the City's
Police Officer Tuition Assistance Program.

The Mayor may request on-duty Officers or the presence of the
Police Chief at any meeting he/she deems necessary to preserve order
or provide safety.
