There is hereby established in the City of Concordia a department
to be hereafter known as the "Municipal Utilities" to be managed and
operated as hereinafter provided.

Said Municipal Utilities shall have under its jurisdiction the
water plant and the sewer plants of the City, the maintenance of said
water and sewer utilities, and all other public utilities now owned
or to be hereafter owned by the City and shall be under the management
and control of the Mayor and the Board of Aldermen.
