All revenue derived from the source specified in Article I of this Chapter shall be deposited in a fund to be known as the General Revenue Fund, from which Fund shall be paid all operating expenses of the City of Warrenton.

All funds derived by the City from the operation of its municipally owned waterworks shall be deposited in a fund to be known as the Water and Sewer Fund. The monies deposited in said Fund shall be used first for the payment of the expenses of operating said waterworks. Any surplus remaining in said Fund after the payment of the operating expenses of the waterworks, and after retaining sufficient sums to meet the anticipated expenses for the ensuing month, may be appropriated from the Water and Sewer Fund into the General Revenue Fund of the City, by ordinance.

No money shall be paid out of any fund belonging to the City until the Board shall have approved such expenditure. No money shall be paid out of any fund except upon warrant as hereinafter provided.

A. 
The individuals listed below are hereby authorized and recognized as designated signers for the City, and said individuals are otherwise authorized to execute checks, drafts or other payment orders or instruments drawn for payment on all City bank accounts, except for those specified in Subsection (B) below. Any financial institution holding an account for the City is authorized to pay such checks, drafts or other payment orders or instruments drawn on the main operating account so long as such instruments bear the signature, or facsimile thereof, of at least two (2) of the below-listed individuals and such signatures match the signatures on file with said financial institution:
1. 
Mayor.
2. 
President of the Board of Aldermen.
3. 
City Administrator.
4. 
City Clerk.
B. 
The individuals listed below are hereby authorized and recognized as designated signers for the City, and said individuals are otherwise authorized to execute checks, drafts or other payment orders or instruments drawn for payment on the Municipal Division account of the City. Any financial institution holding the Municipal Division account for the City is authorized to pay such checks, drafts or other payment orders or instruments drawn on the Municipal Division account so long as such instruments bear the signature of two (2) of the individuals listed below and such signatures match the signatures on file with said financial institution:
1. 
Municipal Court Clerk.
2. 
Assistant Court Clerk.
3. 
Municipal Court Judge.
C. 
The individuals listed below are fund transfer agents of the City and are authorized to make or verify electronic, written, telephonic or verbal requests for the transfer of funds, including wire transfers and ACH debits from a City account, except for the Municipal Division Account, to other accounts of the City or to third parties; to enter into agreements with financial institutions providing for such fund transfers; and to designate other fund transfer agents. Financial institutions which the City has entered into an agreement with are authorized to honor all such fund transfers when given or purported to be given by the following individuals or their designee:
1. 
Mayor.
2. 
City Administrator.
3. 
City Clerk.
4. 
Administrative Supervisor.
5. 
Finance Officer.
D. 
The City's Finance Officer is designated as the City's investment agent and is authorized to buy, sell, assign, transfer and/or deliver any and all securities owned or hereafter acquired by the City of Warrenton. The City's Finance Officer is authorized to enter into any agreement with financial institutions relating to securities and investments. The City's Finance Officer is authorized to provide instructions regarding the sale, purchase or transfer of any securities held in the name of the City and to receive communications and sign all documents relating to the securities or investment transactions. In addition to the City's Finance Officer, the individuals listed below are also authorized to sign all documents related to securities and investment transactions:
1. 
Mayor.
2. 
City Administrator.
3. 
City Clerk.
