Council shall appoint such persons of good character and standing in the community as may be required to serve on City and regional boards, commissions, authorities and other bodies for which it has the power of appointment and shall fill vacancies in such bodies as they may occur from time to time. An appointee 18 years old or older must be a registered voter at the time of the appointment and must remain a registered voter during the term of service or forfeit his or her office.

(a) 
Persons serving on City and regional boards, commissions, authorities and other bodies over which Council has power of appointment or recommends appointment, other than the airport advisory board, must be residents of the City and also must be residents of the ward for which they are appointed or recommended to be appointed, if appointments for the body on which they serve are made on a ward-by-ward basis.
(b) 
Council shall appoint or recommend appointment of persons to serve on the following bodies on a ward-by-ward basis:
(1) 
CATV committee: one person from each ward and one person at large.
(2) 
Parks and recreation advisory board: two persons from each ward and three persons at large.
(3) 
Planning Commission: one person from each ward and one person at large.
(4) 
Franklin Redevelopment and Housing Authority: one person from each ward and one person at large.
(5) 
School board: one person from each ward and one person at large.
(6) 
Board of zoning appeals: one person from each ward and one person at large.
(c) 
Any person serving on any of the bodies set forth above, other than a member of the airport advisory board, who moves his or her residence out of the City shall automatically vacate his or her office.
(d) 
Any member of the CATV committee, parks and recreation advisory board or School Board who moves his or her residence out of the ward which he or she serves or who is no longer in the ward which he or she serves because of a change in the ward boundaries, shall automatically vacate his or her office.
