The School Board shall consist of seven members appointed by City Council, one from each ward and one selected at large.

At least seven days prior to the appointment of any member of the School Board, the City Council will hold a public hearing to receive the views of citizens with respect to the appointment. A public notice of the hearing shall be published in a newspaper having general circulation in the City at least 10 days prior to the hearing. No nominee or applicant whose name has not been considered at the public hearing shall be appointed as a member of the School Board.

The term of office of members of the School Board shall be for three years commencing on the first day of July of the year appointed. Vacancies shall be filled for unexpired terms in the same manner as original appointments. No person shall be eligible to serve more than three consecutive terms, provided that persons appointed to fill vacancies may serve three additional consecutive terms.

(a) 
Pursuant to City of Franklin Charter § 12.04 the salaries of the chairman of the School Board shall be $4,050, and the salary of other members of the School Board shall be $2,560.
(b) 
The above salaries shall be paid in equal monthly installments.
