THE BUSINESS OF HOME IMPROVEMENT
The contracting for, or providing labor and material or labor only for, repairs, improvements and additions to residential buildings or structures accessory thereto, where any payment of money or other thing of value is required. This shall not include installation of any appliance or equipment not attached to the real property, landscaping work or interior or exterior painting.
THING OF VALUE
Any valuable consideration for the work done or to be done, including but not limited to cash, promissory notes, installment contracts or other written promise to pay or anything exchanged for such work.

(a) 
Every person who engages in, or offers to engage in, the business of home improvement, including but not limited to electrical, plumbing, heating and air conditioning work and the construction of single family, duplex or multifamily dwelling in the City, except for persons licensed by the state board of contractors as Class A contractors, shall obtain a license from the Building Official's office to engage in such work.
(b) 
The Building Official shall issue to every licensee a home improvement contractor's license, which shall be carried by any person engaged in such work in the City and which shall be displayed to any person contracting for home improvement services. Duplicate cards may be issued by the Building Official upon the bona fide request of the licensee.

Applications for City home improvement contractor's licenses shall provide the following information to the Building Official's office in order to obtain such licenses: Name of business, type of business entity, street and mailing address of business, type of license applicants have obtained from the state board of contractors, if any, and tax identification number of business. In the event that the business has a change of name, type of business entity, type of state license or address, the licensee shall notify the office of the Building Official of such change(s).

The Building Official shall keep an alphabetical registry of licensed home improvement contractors, which shall be open for public inspection during regular business hours.

The issuance of a license under § 6-61 shall not constitute a warranty by the City of the quality of the work to be done by the licensee.

The administration of this article shall be the duty of the Building Official, who is hereby authorized to take such actions, including the promulgation of rules and regulations, as may be reasonably necessary to enforce its provisions. Enforcement actions may also be taken by designees of the Building Official or any sworn police officer.

Any person who engages in the business of home improvement without obtaining the license required by § 6-61 shall be guilty of a Class 2 misdemeanor.
