The zoning administration shall interpret the requirements of
this article and may allow modification of the requirements for buffer
areas, vehicular use areas and street yards in keeping with the purpose
and intent of this article under the following circumstances:
(1) The site is exceptionally narrow or shallow, has an odd size, shape
or topography or is otherwise unusual in physical dimension.
(2) There exists a unique relationship to adjacent properties or properties
in the general vicinity.
(3) The transfer of right-of-way to the city for proposed or future street
widening severely limits the size and use of the property.
