The Mayor and members of the Board of Aldermen are hereby declared to be the only officers of the City of Riverside to be elected by the people.

No person shall be an Alderman unless he/she be at least eighteen (18) years of age, a citizen of the United States, and an inhabitant and resident of the City for one (1) year next preceding his/her election, and a resident, at the time he/she files and during the time he/she serves, of the ward from which he/she is elected.

The City Administrator, Municipal Judge, City Prosecutor, City Clerk, Treasurer, Assistant Treasurer, Attorney, Assistant Attorneys, Engineer, Chief of Police, Fire Chief, and Secretary to the Board of Aldermen are hereby declared to be appointive officers of the City.

All persons holding or that may hold other positions under the City Government other than those set forth in Sections 110.010 and 110.020 of this Article are hereby declared to be employees.

Terms of all elected officials shall be for two (2) years or until their successors are elected and qualified. The term of the appointive officers shall be until resignation or termination. The Mayor may, with the consent of a majority of the members of the Board of Aldermen, remove from office any appointive officer of the City at will, and any such appointive officer may be so removed by a two-thirds (⅔) vote of all members elected to the Board of Aldermen, independently of the Mayor's approval or recommendation.

A. 
Chief Administrative Officer. The City Administrator shall be the chief administrative assistant to the Mayor and as such shall be the Chief Administrative Officer of the City Government. Except as otherwise specified by ordinance or by the law of the State of Missouri, the City Administrator shall have general superintending control of the administration and management of the government business, officers and employees of the City, subject to the direction and supervision of the Mayor.

B. 
Purchasing. The City Administrator shall be the Purchasing Agent for the City of Riverside and all purchases shall be made under his/her direction and supervision, and all such purchases shall be made in accordance with purchasing rules and procedures approved by the Board of Aldermen.
C. 
Budget. The City Administrator shall be the Budget Officer of the City of Riverside and shall assemble estimates of the financial needs and resources of the City for each ensuing year and shall prepare a program of activities within the financial power of the City, embodying in it a budget document with proper supporting schedules and an analysis to be proposed by the Mayor and the Board of Aldermen for their final approval. As Budget Officer, the City Administrator shall project the City's short- and long-term expenditures and shall be responsible for recommending investments which are approved by law and which maximize the City's financial return.
D. 
Financial Reports. The City Administrator shall make monthly reports to the Mayor and the Board of Aldermen relative to the financial condition of the City. Such reports shall show the financial condition of the City in relation to the budget.
E. 
Annual Report. The City Administrator shall prepare and present to the Mayor and the Board of Aldermen an annual report of the City's affairs, including in such report a summary of reports of department heads and such other reports as the Board of Aldermen may require.
F. 
Personnel System. The City Administrator shall act as the Personnel Officer of the City and shall recommend an appropriate classification system and pay plan to the Mayor and Board of Aldermen. The City Administrator shall have the power to appoint and remove, with the approval of the Mayor and a majority of all the members elected to the Board of Aldermen, or a two-thirds (2/3) vote of all the members elected to the Board of Aldermen independently of the Mayor's approval or recommendation, all department heads and subordinate employees of the City of Riverside except Law Enforcement Officers as defined in Section 590.502.1(5), RSMo. The City Administrator shall have the power to remove Law Enforcement Officers as defined in Section 590.502.1(5), RSMo., subject to such officers' rights to a full due process hearing before the Board of Aldermen pursuant to Section 590.502.3, RSMo. The City Administrator shall be responsible for the proper administration of the City's personnel system, including all communications to subordinate employees regarding work assignments and job performance.

G. 
Policy Formulation. The City Administrator shall recommend to the Mayor and Board of Aldermen adoption of such measures as he/she may deem necessary or expedient for the health, safety or welfare of the City or for the improvement of administrative services for the City.
H. 
Board Of Aldermen Agenda. The City Administrator shall submit to the Mayor and Board of Aldermen a proposed agenda for each meeting at least forty-eight (48) hours before the time of the regular Board of Aldermen meeting.
I. 
Board And Committees. The City Administrator shall work with all City boards and committees to help coordinate the work of each.
J. 
Attend Board Of Aldermen Meetings. The City Administrator shall attend all meetings of the Board of Aldermen.
K. 
Bid Specifications. The City Administrator shall supervise the preparation of all bid specifications for services and equipment and receive sealed bids, open the bids in the presence of one (1) or more witnesses, review and make recommendations for acceptance to the Board of Aldermen.
L. 
State And Federal Aid Programs. The City Administrator shall coordinate Federal and State programs which may have application to the City of Riverside.
M. 
Conference Attendance. The City Administrator shall attend State, Regional and/or National Conferences and programs applicable to the office and the business of the City of Riverside, whenever such attendance is directed and approved by the Board of Aldermen.
N. 
Press Release. The City Administrator or his/her designee shall be responsible for keeping the public informed in the purposes and methods of City Government through all available news media and shall act as the only spokespersons for City news releases and conferences.
O. 
Record Keeping. The City Administrator shall keep full and accurate records of all actions taken by him/her in the course of his/her duties and shall safely and properly keep all records and papers belonging to the City of Riverside and entrusted to his/her care. All such records shall be kept on the premises at City Hall and remain the property of the City of Riverside and open to inspection by the Mayor and the Board of Aldermen at all times.
P. 
Miscellaneous. In addition to the foregoing duties, the City Administrator shall perform any and all other duties or functions prescribed by the Board of Aldermen.
Q. 
City Property. The City Administrator shall be accountable to the Board of Aldermen for all real and personal property of the City of Riverside. He/she shall have responsibility for all inventories of such property and for the upkeep of all such property. Personal property may be sold by the City Administrator only with approval of the Board of Aldermen. Real property may be sold only with the approval of the Board of Aldermen by ordinance.
R. 
Set Administrative Policies. The City Administrator shall recommend to the Board of Aldermen such rules and regulations as he/she may deem necessary or expedient for the conduct of administrative agencies subject to his/her authority. He/she shall have the power to revoke, suspend or amend any rule or regulation of the administrative service, subject to the approval of the Board of Aldermen.
S. 
Coordinate Departments. The City Administrator shall have the power to coordinate the work of all the departments of the City and, at times of an emergency, shall have authority to assign the employees of the City to any department where they are needed for the most effective discharge of the functions of City Government.
T. 
Investigate And Report. The City Administrator shall have the power to investigate and to examine or inquire into the affairs or operation of any department of the City under his/her jurisdiction and shall report on any condition or fact concerning the City Government requested by the Mayor or the Board of Aldermen.
U. 
Coordinate Officials. The City Administrator shall have the power to overrule any action taken by a department head and may supersede him/her in the function of his/her office.
V. 
Appear Before The Board Of Aldermen. The City Administrator shall have the power to appear before and address the Board of Aldermen at any meeting.
W. 
Administrator May Not Supersede Action Of Mayor And Board Of Aldermen. At no time shall the duties or powers of the City Administrator supersede the action by the Mayor and the Board of Aldermen.

A. 
The duties of the City Clerk shall be as follows:
1. 
To keep a journal of the proceedings of the Board of Aldermen (the minutes).
2. 
To keep all ordinances and Code books current.
3. 
To safely and properly keep the records and papers belonging to the City which may be entrusted to her care.
4. 
To be the general accountant for the City.
5. 
To administer official oaths.
6. 
To administer oaths to persons certifying to demands or claims against the City.
7. 
To do such administrative duties as may be delegated to her by the Mayor or City Administrator.
8. 
To attend all regular and special meetings of the Board of Aldermen unless otherwise directed by the Mayor or Board of Aldermen.
9. 
To collect all taxes and sums due to the City of Riverside and to perform all statutory duties of the City Collector.

The Treasurer shall keep such records and make such reports as may be required by State Statute, the ordinances or the Board of Aldermen. The Director of Finance shall serve as Treasurer

The Assistant Treasurer shall assist in the bank statement reconciliation and perform and assist with other tasks as directed by the Treasurer. The Assistant Treasurer shall receive compensation in the amount of one hundred dollars ($100.00) per month.

The majority of the members elected to the Board of Aldermen shall select a person or professional engineering firm to act as City Engineer. The person or firm shall be licensed in the State of Missouri. The City Engineer shall advise the City in engineering matters as requested by the City Administrator and oversee the retention and supervision of other engineers retained for specialized work.

The City Attorney shall act as counselor for the Mayor and Board of Aldermen on all City matters, attend all meetings of the Board of Aldermen when requested to attend same by the Mayor, any member of the Board of Aldermen or the City Administrator. He/she shall represent the City in all matters of a civil or police nature in which the City may be interested, draw all ordinances and legal documents and oversee the retention and supervision of outside counsel in cases of specialized work.

The non-elected officers and employees of the City shall receive such salary as may be determined by ordinance by the majority of the members elected to the Board of Aldermen. The pay for the Mayor shall be two hundred twenty-five dollars ($225.00) per meeting with a limit of five (5) meetings per month. The pay for members of the Board of Aldermen shall be one hundred dollars ($100.00) per meeting with a limit of five (5) meetings per month.
A. 
The Mayor may, with the consent of a majority of all the members elected to the Board of Aldermen, remove from office, for cause shown, any elective officer of the City, such officer being first given opportunity, together with his/her witnesses, to be heard before the Board of Aldermen sitting as a Board of Impeachment. Any elective officer, including the Mayor, may in like manner, for cause shown, be removed from office by a two-thirds vote of all members elected to the Board of Aldermen, independently of the Mayor's approval or recommendation. The Mayor may, with the consent of a majority of all the members elected to the Board of Aldermen, remove from office any appointive officer of the City at will, and any such appointive officer may be so removed by a two-thirds vote of all the members elected to the Board of Aldermen, independently of the Mayor's approval or recommendation. The Board of Aldermen may pass ordinances regulating the manner of impeachments and removals.
B. 
Nothing in this Section shall be construed to authorize the Mayor, with the consent of the majority of all the members elected to the Board of Aldermen, or the Board of Aldermen by a two-thirds vote of all its members, to remove or discharge any chief, as that term is defined in Section 106.273, RSMo.
