Every cable operator and any other person wishing to provide
cable service within the City shall obtain a franchise from the City
pursuant to the City's Cable Communications Code.

To the extent the City's Cable Communications Code, as it applies
to cable operators, directly conflicts with the provisions of this
Chapter, and such conflict cannot be reconciled, the Cable Communications
Code shall govern.
