No license or permit shall be issued under any provision of
this Code to any person owing the City any delinquent, personal, merchant's
or other City tax or assessment until such tax or assessment shall
be paid in full to the City or arrangement, satisfactory to the City
Council, has been made for such payment in full; provided, that this
Section shall not be construed to include dog licenses.

For all payments to the City of Normandy made by credit card,
any processing fees incurred by such payment shall be charged to the
credit card, to be paid by the cardholder, except that the City shall
not charge such processing fees exceeding four dollars ($4.00) for
accepting payment of court costs.
