Adoption. A certain document, one (1) copy of which has been on file for at least ninety (90) days in the office of the City Clerk of the City of Normandy, being marked and designated as "The International Building Code, 2009 Edition", including Appendices A through K, with the additions, insertions, deletions and changes, if any, prescribed in Subsection (C) of this Section, as published by the International Code Council, be and is hereby adopted as the Building Code of the City of Normandy in the State of Missouri for the control of buildings and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said International Building Code, are hereby referred to, adopted and made a part hereof, as if fully set out in this Section, with the additions, insertions, deletions and changes, if any, prescribed in Subsection (C) of this Section.
B. 
Jurisdictional Titles. Throughout the International Building Code, 2009 Edition, wherever the terms "name of jurisdiction" or "local jurisdiction" appear, it shall be deemed to mean "City of Normandy, Missouri". Wherever the term "code" appears, it shall mean the International Building Code, 2009 Edition.
C. 
Additions, Insertions, Deletions And Changes. The following Sections of the International Building Code, 2009 Edition, adopted in Subsection (A) hereof shall be revised as follows:
Section 101.1 shall read "These regulations, with the additions, insertions, deletions and changes, if any, prescribed by the City of Normandy, shall be known as the Building Code of the City of Normandy, hereinafter referred to as this code".
Section 1612.3. Insert: "City of Normandy" and "__________".

Existing Court Cases Not To Be Affected. Nothing in this Article or in the code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing under any act or ordinance hereby repealed as cited in Subsection (E) of this Section; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Article.
E. 
Inconsistent Ordinances Repealed. All other ordinances or parts of ordinances in conflict herewith are hereby repealed.
F. 
Violation And Penalty. Any person who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, construct, alter or repair a building or structure in violation of an approved plan of or directive of the Code Official, or of a permit or certificate issued under the provision of this code, shall be guilty of an ordinance violation, punished by a fine of not more than one thousand dollars ($1,000.00) or by imprisonment not exceeding ninety (90) days, or both such fine and imprisonment. Each day that a violation continues after due notice has been served shall be deemed a separate offense.

Adoption. The St. Louis County Electrical Code adopted by St. Louis County Ordinance No. 27,430, on June 18, 2019, being the National Electric Code, 2014, approved and adopted by the National Fire Protection Association, is hereby adopted as the Electrical Code of the City of Normandy and by reference made a part of this Chapter as though set out in full herein.
B. 
In addition to the adoption of the St. Louis County Electrical Code adopted herein, the City of Normandy, in recognition of the danger posed by Federal Pacific Electric (FPE) circuit breaker panels, hereby prohibits the use of FPE circuit breaker panels and other brands and models of equipment that use Stab-Lok® design in any building located within the City. Any building equipped with an FPE circuit breaker panel or a panel with Stab-Lok® shall replace such circuit breaker panel with a circuit breaker panel compliant with the National Electric Code, 2014, within ninety (90) days of the effective date of this Section.
C. 
Enforcement. The Mayor, on behalf of the City of Normandy, is hereby authorized to enter into an agreement with St. Louis County for the enforcement of the Electrical Code of the City of Normandy by the County of St. Louis on the following terms:
1. 
Services To Be Rendered. The County shall provide to the municipality, code enforcement in the area of electricity.
2. 
Terms Of Agreement. Service shall continue from year to year; however, either party may terminate upon giving ninety (90) days prior written notice.
3. 
Compensation. The County shall collect and retain all fees.
4. 
Restrictive Provisions. If the municipality has adopted provisions more restrictive than those contained in the applicable County Code, the municipality shall approve all plans prior to submission to County's Department of Public Works.
D. 
Penalty. Any person violating any of the provisions of the Code adopted in this Section shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding one thousand dollars ($1,000.00) or be imprisoned in the City or County Jail for a period of not exceeding ninety (90) days, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.

The Plumbing Code approved by the County of St. Louis on July 14, 2010 as Ordinance No. 24441 (Exhibit B) and will become effective on November 1, 2010, is hereby adopted as the Plumbing Code of the City of Normandy as if set forth here in full. One (1) copy of the Plumbing Code is on file in the office of the City Clerk of the City of Normandy.
B. 
Enforcement. The Mayor, on behalf of the City of Normandy is hereby authorized to enter into an Agreement with St. Louis County for the enforcement of the Plumbing Code of the City of Normandy by the County of St. Louis on the following terms:
1. 
Services to be rendered. The County shall provide to Municipality, code enforcement in the area of Plumbing.
2. 
Terms of agreement. Service shall continue from year to year, however, either party may terminate upon giving ninety (90) days prior written notice.
3. 
Compensation. The County shall collect and retain all fees.
4. 
Restrictive provisions. If the Municipality has adopted provisions more restrictive than those contained in the applicable County Code, Municipality shall approve all plans prior to submission to County's Department of Public Works.
5. 
Regulatory ordinances. The Municipality shall approve all plans for compliance with Zoning or other regulatory ordinances prior to submission to County's Department of Public Works.
C. 
Permit Required. No installation or alterations of any plumbing or sewering shall be made without first procuring a permit therefor. Applications for such permit, describing such work, shall be made by the person, firm or corporation installing same and permit when issued shall be to such applicant.
D. 
Penalty. Any person violating any of the provisions of the Code adopted in this Section shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding one thousand dollars ($1,000.00) or be imprisoned in the City or County Jail for a period of not exceeding ninety (90) days, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.

The Mechanical Code of St. Louis County, (as it pertains to elevators only), adopted by St. Louis County on March 17, 1994, and the Building Code of St. Louis County, (as it pertains to elevators only), adopted by St. Louis County on August 7, 1997, are hereby adopted as the Elevator Code of the City of Normandy, Missouri. One (1) copy of the Elevator Code is on file in the office of the City Clerk of the City of Normandy.
B. 
Agreement With County For Enforcement Of Elevator Code. The City Administrator, on behalf of the City of Normandy, is hereby authorized to enter into an agreement with the County for the enforcement of the Elevator Code of the City of Normandy by St. Louis County. The County shall collect and retain all fees.
C. 
Penalty. Any person violating any of the provisions of the Code adopted in this Section shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding one thousand dollars ($1,000.00) or be imprisoned in the City or County Jail for a period of not exceeding ninety (90) days, or both such fine and imprisonment. Plan review
Applicant for any permit or approval under any Section of this Code which requires submission and review of a plan shall pay the City's actual costs incurred to review such plans. Any applicant which must submit any corrected, amended, or resubmitted plans shall pay the City's actual costs to review such plans in addition to the costs incurred for the City's initial review.
