A. The RPRC shall have the authority to review all applications for any residential one-family, two-family or multifamily parcel permit (including, but not limited to, building permits, steep slope permits, wetlands permits, tree removal permits and pool permits), but excluding projects identified in §
12-22B of the Town Code and shall further have the authority to suggest amendments to any submitted plan that would address the concerns of the RPRC in an effort to streamline the residential approval process. The RPRC, by majority vote, shall have the authority to require any one-family, two-family or multifamily parcel to obtain Planning Board or Architectural Review Board approval for any project deemed to have an environmental, aesthetic or other impact.
B. Projects not subject to review; exceptions.
(1) Projects identified in this section are not subject to review by
the RPRC, except as otherwise provided in the Town Code, as these
projects have been determined not to have a significant impact upon
the Town of North Castle:
(a)
Permits only relating to interior alterations/renovations;
(b)
Storage sheds, with unfinished interiors, limited to 144 square
feet;
(d)
Fences, excluding driveway entry piers and driveway gates.
(2) For the projects identified in this section that require the issuance
of a tree removal permit, wetland permit or steep slope permit, RPRC
review shall be required.
Any person aggrieved by an action of the RPRC may take an appeal
therefrom, in writing, to the Planning Board of the Town of North
Castle within 30 days of an RPRC decision. The Planning Board, after
proceeding in the same manner as is provided for other applications
before it and with the same power and authority now vested in it under
the provisions of law, may affirm, modify or reverse an appealed action
of the RPRC.

A. The RPRC, in review of any application, may refer any such application
reviewed by it to such engineering, planning, legal, technical or
environmental consultant(s) or professional(s) employed by the Town
as the RPRC shall deem reasonably necessary for proper review of the
application.
B. A fee shall be charged in connection with the review of all Residential
Project Review Committee (RPRC) applications and other actions of
the RPRC described in or contemplated by this article in such amounts
as set forth in the Master Fee Schedule.
