A. 
All Planning and Zoning Board members in the Town of North Castle shall be required to complete a minimum of four hours of training per year and shall be required to submit an annual reporting form to the Town demonstrating compliance with the training requirement.
B. 
This training requirement would be satisfied by attendance at the planning and zoning short courses offered by the Westchester Municipal Planning Federation, the planning and zoning workshops at the New York Planning Federation's Annual Institute, other classroom training, distance learning, videos, on-site demonstrations or, in lieu thereof, other programs approved by the Chairperson of the Planning or Zoning Board.
C. 
Training received in excess of four hours in any one year may be carried over into succeeding years.

Lack of training shall in no way affect a member's ability to serve on a board or vote on a matter coming before that board, but failure to receive the minimum required amount of training shall render the member ineligible for reappointment to the board.
The Town of North Castle may grant extensions of time for justifiable reasons but cannot waive the requirements of the training.
Said resolution shall be incorporated into the rules and regulations of both the Planning Board and Board of Appeals.
