A. 
Containers.
1. 
Disposal of garbage, recycling or rubbish. Each householder producing or responsible for the disposal of garbage, recycling or rubbish shall provide, except where the city has furnished recycle containers, and renew when necessary, plastic bags or a container for garbage, and for any refuse which might be offensive by reason of odor, dust, insects or vermin. The container shall not be less than ten (10) or more than ninety-five (95) gallons capacity, unless it is a recycle cart furnished by the City, of water-tight, metal and/or plastic construction, with a tight-fitting lid and with handles sufficiently strong for workers to empty conveniently.

Disposal of yard wastes, grass clippings, leaves and branches. Each householder producing or responsible for the disposal of yard wastes shall provide, and renew when necessary, biodegradable paper bags or a container for yard wastes. The container shall not be less than ten (10) or more than ninety-five (95) gallons capacity, unless it is a container furnished by the City, of water-tight, metal and/or plastic construction, with a tight-fitting lid and with handles sufficiently strong for workers to empty conveniently. Plastic bags shall not be used for the collection of yard wastes.
B. 
Boxes And Cartons To Be Collapsed. All boxes and cartons shall be collapsed before being placed for collection.
C. 
Weights And Limits On Containers. Biodegradable yard waste bags shall not exceed fifty (50) pounds. Limbs and brush shall be bundled with string, rope or twine not more than four (4) feet long and two (2) feet in any other direction. Root balls shall be removed from bushes, shrubs, and trees left for disposal. Dirt, soil, or rock is not considered "yard waste". Containers thirteen (13) gallons or less shall not exceed twenty-five (25) pounds. Containers fourteen (14) gallons to sixty-five (65) gallons shall not exceed fifty (50) pounds. Containers sixty-six (66) gallons or larger shall be wheeled, able to be mechanically lifted, and not exceed seventy-five (75) pounds. All weight limits shall include the containers.

Containers shall be placed for collection of trash, rubbish, recycling and garbage no more than twelve (12) hours before the scheduled time of collection by authorized trash collectors and the empty containers shall be removed from the place of pickup on streets, alleys or sidewalks within twelve (12) hours after the pickup of such trash, rubbish, recycling or garbage. Except at times for collection of trash, recycling and garbage from dwellings, all trash, recycling and garbage containers shall be placed in locations which cause the appearance of the containers to be as inconspicuous as possible, in order to prevent such containers from detracting from the general appearance of the areas in which they are located.
B. 
No solid waste vehicle, commercial or residential, will be allowed to commence collection before 7:00 A.M., nor to continue after 9:00 P.M.

Ownership of designated recyclable materials or solid waste set out by the adjacent owner, lessee or occupant of a residential dwelling, commercial establishment or City-operated recycling centers for collection by the City or its designated agent shall be vested in the City. It shall be unlawful for any person, firm or corporation other than the aforesaid adjacent owner, lessee or occupant of said residential dwelling, commercial establishment or City-operated recycling centers to take, steal or disturb any of the recyclable materials, solid waste or any container which may be used for the storage and collection of the materials including, but not limited to, newspapers, beverage cans, glass, aluminum and plastic containers for food and beverages and any other materials which may be designated for recycling and solid waste by the City.
