The purposes of this article shall be as follows:
A. 
To exercise jurisdiction over the construction and inspection of one- and two-family dwellings.
B. 
To provide plan review and on-site inspections performed by persons or agencies certified by the Department of Safety and Professional Services.
C. 
To establish and collect fees to defray costs.
D. 
To provide remedies and penalties for violations.
Wisconsin Uniform Dwelling Code adopted: The provisions of the following chapters of the Wisconsin Administrative Code are hereby adopted and by reference made a part of this article as if fully set forth herein, and all amendments thereto are adopted and incorporated in this article by reference:
A. 
Chapter SPS 320, Administration and Enforcement.
(1) 
Notwithstanding § SPS 320.05, Wis. Adm. Code, the scope also includes the construction and inspection of detached garages and all accessory structures serving one- and two-family dwellings. The building structure and any heating, electrical or plumbing systems shall comply with the Uniform Dwelling Code. Petitions for variance and appeals shall be handled in the manner prescribed by Winnebago County Zoning and Planning and the Town of Algoma.

B. 
Chapter SPS 321, Construction Standards.
C. 
Chapter SPS 322, Energy Conservation.
D. 
Chapter SPS 323, Heating, Ventilating and Air Conditioning.
E. 
Chapter SPS 324, Electrical Standards.
F. 
Chapter SPS 325, Plumbing.
The Building Inspector, as certified by the Department of Safety and Professional Services, is hereby authorized and directed to administer and enforce all of the provisions of the Wisconsin Uniform Dwelling Code.
No person shall build or cause to be built any one- or two-family dwelling without first obtaining a Wisconsin uniform building permit for such dwelling. Such permit shall be furnished by the Town of Algoma Building Inspector before any on-site construction within the scope of this article is commenced, except where a permit to start construction has been issued in accordance with § SPS 320.09(9)(b), Wis. Adm. Code. Application for a uniform building permit shall be on forms obtained from the Town of Algoma Building Inspector. No application shall be accepted that does not contain all the information requested on the form.
The Town Board shall, by resolution, determine fees to cover expenses for plan examination, inspections, and the issuance of the Wisconsin uniform building permit. Such fees shall be submitted to the Building Inspector at the time the Wisconsin Uniform Building Permit application is filed. In addition, the Town of Algoma shall collect and send to the Department of Safety and Professional Services the fee for the Wisconsin Uniform Building Permit established in accordance with Ch. SPS 302, Wis. Adm. Code.

When any work is begun on site without first obtaining a permit therefor as required herein, the Building Inspector shall have the power and authority to stop work until a permit has been procured. The permit fees specified herein shall be doubled, but the payment of such doubled fees shall not relieve any person from fully complying with all of the regulations of this article.

If any section, clause, provision or portion of this article or Chs. SPS 320, 321, 322, 323, 324 and 325, Wis. Adm. Code, is adjudged unconstitutional or invalid by a court of competent jurisdiction, the remaining provisions shall not be affected thereby.
