The Department of Human Resources shall be headed by the Human
Resources Director, who shall be responsible for all matters pertaining
to the administration and professional duties of the workforce. The
Director shall represent the City in all contract negotiations and
labor disputes and counsel with the City Manager concerning the hiring,
firing and layoffs of the workforce.
