There shall be established an ordinance subcommittee organized
and operating as follows in this division.

The subcommittee shall consist of three members of the Town
Council, appointed by the Town Council president. The Town Council
president shall designate a Town Council member as chairperson. The
chairperson will assign a member of the committee to serve as the
recording secretary for the subcommittee. The Town Council president
shall be an ex-officio member of the subcommittee.

The ordinance subcommittee shall meet a minimum of nine times
annually at a time and date mutually acceptable to the members thereof.
The date, place and time of all meetings shall be posted per all rules
and regulations of the Town and subject to the Rhode Island Open Meeting
Law. All meetings shall be in a place easily accessible to the public
as well as handicap accessible. No regularly scheduled meeting shall
take place unless at least two of the three members of the subcommittee
members are present, not counting ex-officio members. All records,
minutes and votes of the subcommittee shall be public and maintained
in accordance with the Rhode Island Open Meetings Law. The ordinance
subcommittee shall report monthly at the regular meeting of the Town
Council so as to apprise members of the entire Council of the activities
of the subcommittee.

The ordinance subcommittee shall meet in an open forum for the
purpose of discussing any legislative issues relating to Town government,
whether initiated by the subcommittee, the Town Council, the administration
or citizens of the Town. Legislation pertaining to signage, zoning
or fiscal matters shall not be considered by the ordinance subcommittee
unless specifically requested by the Mayor, the Town Council president
or by majority vote of the Town Council. The ordinance subcommittee
shall solicit information, ideas, information and suggestions by utilizing
the Town Clerk's office, the Town Solicitor's office, individual Town
departments or agencies, citizen input or any source that would prove
beneficial in the formulation of any ordinance or other legislation.
The ordinance subcommittee shall provide to the Town Council its recommendation
regarding any ordinance to be moved out of committee for consideration
by the entire Town Council.
